JAKARTA - Recently, the Jakarta DPRD PSI faction boasted of returning the remaining recess funds amounting to Rp752 million to the DPRD Secretariat. Of the total recess funds amounting to Rp2.44 billion, PSI only used Rp1.68 billion.

During the recess series from 4 to 19 November 2019, they visited 102 location points and met 11,600 residents to record their aspirations, as well as their complaints to be followed up in meetings at the DPRD.

DPW PSI DKI spokesman Rian Ernest said the main point of the recess was to accommodate responses, aspirations, and complaints from the public. Therefore, recess funds are used to optimally support these activities.

Later, member of the PDIP faction of the DKI DPRD, Ima Mahdiah, learned that PSI could return the recess funds because the eight members did not complete all recess points in their constituency. Instead, what PSI was promoting was only a form of savings in recess funds.

"The problem is that PSI has returned the recess funds because it did not complete the recess point, it did not make good use of it," Ima told reporters, Thursday, December 26.

As an example, Ima has 16 recess points. The number was deemed insufficient because constituents asked him to visit another recess point. Ima also spent personally to cover the budget shortfall.

"When I asked the Secretary of the Council, there were members (PSI) who only reached 6 points, 8 points, 10 points, I see. So, we will first differentiate which one is thrifty, which pretends to be frugal," he continued.

Meanwhile, a member of the Gerindra faction DPRD DKI, Syarif, considered PSI to be too naive to return the money from their recess to the electoral districts.

"In my opinion, it's just naive. Members of the council do not work like that. The duty of the DPRD is, if money is given for the recess, the important thing is to use it," said Syarif.

Moreover, said Syarif, there is no obligation to return unused recess funds. Therefore, they usually maximize the use of the funds given.

"There is an opportunity given by the state, every year three times to go to the electoral districts to absorb aspirations. Meet the people as much as possible. If you return it, or you don't fulfill the plan like 16 points, the community will judge it," he concluded.
