SURABAYA - The Surabaya City Education Office (Dispendik) has not been able to provide assessments for 49 junior high schools (SMP) that will hold face-to-face learning (PTM).
The reason is, the school has not completed the administrative requirements, according to the standard operating procedure (SOP) made by the dispendik.
The Acting (Plt) Head of the Middle School Head of the Surabaya City Dispendik Education Office, Tri Aji Nugroho, said the SOP was made referring to the Joint Decree of the Minister of Education and Culture, Minister of Religion, Minister of Health, and Minister of Home Affairs (SKB 4 Ministers), Number 03 /KB/202l, Number 384 of 2021, Number HK.01.08/MENKES/4242/2021, Number 440-717 of 2021 concerning Guidelines for the Implementation of Learning during the Pandemic Coronavirus Disease 2019 (COVID-19).
"When they have finished it (administration), we will evaluate it immediately. Then immediately we will issue the PTM recommendation," said Aji, in Surabaya, Thursday, November 24.
Because of that, Aji explained that public and private junior high schools in Surabaya can only implement PTM if they follow the applicable SOP.
First, every school is required to carry out RT-PCR Swab tests for teachers and students, and must carry out administrative processes such as licensing or parental approval, PTM simulations to complete documents during PTM simulations.
According to Aji, until now there are several schools that still have not received the results of the RT-PCR Swab, and the administrative processes and documents during the PTM simulation.
"Indeed, there are those who have not and received the results (RT-PCR), besides that there are those who have not fulfilled their administration. That's why dlDispendik has not given a recommendation to hold a PTM," he said.
To overcome this problem, Aji admitted that he had coordinated with each school to immediately complete the conditions that had been determined. In fact, the dispendik also makes a system for the management of PTM, so that public and private schools can immediately get an assessment.
"We have created a system to manage PTM. So it is conveyed through the system, the reasons why it was rejected and all kinds of things. We have also socialized it so that we immediately follow up what requirements are lacking," he said.
Based on data from the Surabaya City Department of Education, of the 250 public and private junior high schools that have not received a PTM recommendation, there are 105 schools. Of the 105 schools that have not received the recommendation, 39 schools have applied but were rejected. While others are still not in the process of submitting again.
"So, there are around 60 who have not yet submitted the simulation process to the PTM. But we have been reminded at the online meeting, which is chaired by the Head of Dispendik and the secondary school sector. We ask what needs to be completed," he said.
Currently, there are around 149 public and private junior high schools that have completed the requirements, simulations and recommendations for implementing PTM.
"God willing, yesterday 149 the RT-PCR Swab was up and running. Because here we are affected by the regulations regarding the 4 Ministerial Decrees, so that according to the Minister of Home Affairs at level 1, we must refer to the 4 Ministerial Decrees. That's what makes us have to prepare from the side administrative, physical, and all sorts of other things," he said.
