JAKARTA - The Wahana Musik Indonesia (WAMI) Collective Management Institute (LMK), which represents more than six thousand creators and music publishers, has just announced the distribution of third-stage royalties in 2025 with a total net worth of IDR 36,998,818,013.
The distribution, which includes royalties on the use of works from May to September 2025 for the digital, non-digital/anal and foreign categories, is in the spotlight because the process takes place in the midst of a period of regulatory changes that have a direct impact on the schedule for distributing funds.
This distribution was delayed from the original schedule in November 2025, following the enactment of the Minister of Law Regulation (Permenkum) Number 27 of 2025 as a regulation for implementing PP Number 56 of 2021 concerning Royalty Management.
The President Director of WAMI, Adi Adrian, explained that this delay was triggered by a new mechanism, namely the additional verification obligation carried out by the National Collective Management Institute (LMKN).
"One of the significant changes is the addition of the verification stage by LMKN, including the obligation to transfer royalties that are ready to be distributed to LMKN first, before being distributed to members," Adi said through a press release received by VOI, Tuesday, December 9.
This new mechanism resulted in a delay in the third period distribution schedule, which was previously scheduled for November 2025, added Adi.
Furthermore, since last August, all licensing and royalty collection tasks that have been carried out by all LMKs including WAMI in their capacity as LMKN Daily Implementers have been frozen.
Currently, the function of licensing and royalty collection is fully handled by LMKN as part of a government policy that leads to the management of one-door royalties.
This transition period triggers a temporary suspension of licensing and royalty collection processes. This condition is said to have contributed to the process of distributing funds to WAMI members.
Adi explained that WAMI initially handed over royalties totaling Rp64 billion to LMKN for the verification process.

Of this amount, LMKN has set Rp39.4 billion as funds that are ready to be distributed, of which Rp2.4 billion is allocated to other local LMKs and Rp24.7 billion is designated as unmatch funds or whose owners have not been identified.
Only Rp36.9 billion was finally returned to WAMI to be distributed to the recipients.
"This is part of the regulatory transition period at the national level," Adi said, while convincingly that every step is taken transparently and in accordance with the rules.
He emphasized that his party still guarantees that royalties that have been reported will be received by members based on valid data.
This large adjustment at the national level, he added, would not stop WAMI's commitment to channel royalties fairly and on time.
"We ensure that all royalties that have been reported and distributed are still received by members according to valid data and applicable regulations," he concluded.
