JAKARTA - Commissioner of the National Collective Management Institute (LMKN), Marcell Siahaan, talked about the difficulty of providing socialization of music copyright to the public.

Through an Instagram upload, Marcell, who recently became one of the speakers at the IPXpose Indonesia 2025 which was held in Jakarta, also talked about the governance of song/music royalties in Indonesia.

"Alhamdulillah, it is part of the IPX pose program initiated by DJKI and the Ministry of Law and Human Rights, acting as Head of the PAPPRI Legal Directorate," Marcell said, citing a statement on the upload, Tuesday, August 19.

"Assisting in providing understanding of the concept of copyright protection, the mechanism for collecting, managing, distributing royalties, resolving disputes to the thin socialization of Permenkum No. 27 of 2025 which has just been ratified as one of the new implementing regulations of the Copyright Law," he continued.

Marcell said that the socialization of royalties from the patembayan community was difficult for Indonesians to accept, which were more identical to the community.

"It's not easy to socialize the concept that originated from the mindset of the Pamembayan community into the mindset of this community, but yes, someone must try to do that," he said.

However, the 47-year-old singer believes that royalty rules are good for the community. He said that only those who are not used to living a life of obeying the rules that are disturbed.

Regulations will not be possible to please everyone. But based on my experience, certain rules will only be annoying for those who are not used to living a disciplined life and comply with the rules," added Marcell.

For information, Marcell Siahaan was again appointed as Commissioner of LMKN for the period 2025-2028 through Regulation of the Minister of Law Number 27 of 2025 (Permenkum 27/2025) as the implementing rule of Government Regulation Number 56 of 2021 concerning Management of Royalties on Copyright of Songs and/or Music.

The newly inaugurated commissioner will determine the new royalty rates that will be applied to promoters or event organizers (EO), cafes and restaurants, hotels, offices, to radio and television.
