JAKARTA - The Indonesian Film Censorship Agency (LSF RI) officially presented the 2025 Performance Report with the main theme "Transforming the Sensor to Advance National Cinema". In the report, LSF noted significant achievements, especially in responding to the shift in public content consumption from conventional television to digital platforms.

The Chairman of LSF RI, Naswardi, revealed that throughout 2025, his party had issued as many as 41,092 Letters of Approval for Sensor (STLS). This figure reflects the dynamics of the creative industry which remains productive in the midst of technological transition.

National Film Dominance and OTT Content Trends

LSF data shows the extraordinary resilience of local filmmakers. Of the total censored material, national film and advertising production contributed 63.57 percent (23,462 titles), far exceeding imported material at 36.43 percent.

Interestingly, there was a shift in the platform trend which was very contrasting:

OTT surge: Requests for censorship for Over-The-Top (OTT) services (such as Netflix, Disney+, Vidio, and Viu) have increased by up to two times. TV decline: Television broadcast material (free-to-air) has experienced a volume decline. LSF analyzed this as the impact of advertisers and audiences migrating to digital platforms.

Age and Sensor Strength Classification

Of the 545 titles of feature films that were censored, the Teen (13+) category was the most numerous with a percentage of 46.96 percent. Followed by the All Ages (SU) category at 29.50 percent and Adults (17+) at 22.66 percent.

Although 99.77 percent of the material was declared passed without revision, LSF still took firm action by giving a "Not Passed Sensor" status to 12 film titles.

"This is a form of protection against the potential negative impact of content that violates Indonesian laws and norms," Naswardi said at a press conference in Jakarta, Wednesday (28/1/2026).

Regulatory Innovation and Self-Censoring Culture

2025 is also a milestone for censorship regulation in Indonesia. LSF managed to issue the LSF RI Regulation Number 1 of 2025 concerning Guidelines and Censoring Mechanisms. This regulation is prepared to fill the legal vacuum on digital platforms (JTI/OTT).

In addition to regulations, LSF actively campaigns for the National Movement for Independent Sensor Culture (GNBSM) through:

Public Education: LSF Goes to School/Campus program which reached 12,949 participants. Early Literacy: Preparation of a socialization guidebook for kindergarten teachers to junior high school. Public Service Advertising: Installation of digital ILM on 378 KRL carriages which reach 1.05 million passengers every day.

Achievement of Prestige and Transparency

LSF's hard work throughout 2025 has borne fruit. For the first time, LSF received the Public Information Disclosure Award (KIP) with the Informative category (91.43). This is supported by the modernization of the official lsf.go.id website which is now more disability-friendly.

On the other hand, the LSF Awards 2025 event broadcast by Indosiar successfully achieved a TV Rating of 4.2 and TV Share of 19.3%, proving that appreciation for censorship culture has high appeal in the community.

Naswardi closed the report with optimism that the transformation carried out by LSF - both in terms of regulation and service - is the main key in advancing the national film industry in the future.
