What is a SPPG Employee in the Context of ASN PPPK, Including Volunteers?

YOGYAKARTA - The issue of Satuan Pelayanan Pemenuhan Gizi (SPPG) employees being raised as State Civil Servants (ASN) with the status of Government Employees with Work Agreement (PPPK) is being widely discussed on social media. So, what is the SPPG employee in the context of ASN PPPK?

Referring to Presidential Regulation of the Republic of Indonesia (Perpres) Number 115 of 2025 concerning the Governance of Free Nutritional Meal Program Providers, SPPG is a non-structural organizational unit formed by the National Nutrition Agency (BGN) to implement the Free Nutritional Meal Program.

Meanwhile, PPPK in the policy is Indonesian citizens who meet certain requirements, who are appointed based on a labor agreement for a certain period in order to carry out government duties and/or occupy government positions.

This statement was made in response to various interpretations of Article 17 of Presidential Regulation Number 115 of 2025, which states that "SPPG employees are appointed as PPPK in accordance with the provisions of laws and regulations".

Regarding this, the Deputy Head of BGN emphasized that the appointment of PPPK in the Free Nutritious Meal (MBG) program does not apply to all employees and volunteers of the Nutrition Procurement Service Unit (SPPG).

The SPPG employees who were appointed as ASN PPPK were only the head of SPPG, nutritionists, and accountants.

"Apart from that, including volunteers, they are not included in the PPPK appointment scheme," said Nanik.

Nanik explained that the phrase "SPPPG employees" in the article refers specifically to core employees with strategic functions, not all personnel involved in SPPG's daily operations.

Even though they are not ASN status, continued Nanik, SPPG volunteers are still an important part of the MBG Program ecosystem.

Volunteers have an important role in supporting the success of this flagship program of President Prabowo Subianto. However, in terms of regulation, they are not included in the category of employees who are appointed as PPPK.

"Their status is participatory and non-ASN, in accordance with the policy design that places volunteers as social drivers, not state apparatus," said Nanik.
