JAKARTA - The Food and Drug Supervisory Agency (BPOM) has released the results of monitoring the circulation of cosmetics from October to December 2025 or Quarter IV.
In this routine supervision activity, BPOM identified as many as 26 types of cosmetics that were proven to contain harmful substances and substances that were prohibited from use because they had the potential to endanger public health.
Based on the results of the search, 15 of the 26 products did not have a distribution permit (TIE), 10 products were produced through a production contract system, while another product was an imported cosmetic.
All products found to contain risky ingredients, including retinoic acid, mometason furoate, hydroquinone, dexamethasone, mercury, and clindamycin.
The use of these ingredients can cause various side effects on health. Retinoic acid is at risk of causing dry skin, burning sensation, and disorders in the fetus for pregnant women because it is teratogenic.
Mometason furoate can trigger skin thinning and interfere with the hormonal system. Hydroquinone has the potential to cause darkening of the skin and changes in color on the cornea of the eye and nails.
Meanwhile, dexamethasone can cause contact dermatitis, acne, redness on the skin, to decreased hormone production. Mercury content is known to trigger the appearance of black spots on the skin as well as kidney and nervous system disorders. As for clindamycin can cause peeling, redness, heat, and dry skin in the area of application.
BPOM emphasized that this finding is part of the continuous supervision carried out routinely for all products under its authority, ranging from medicines, traditional medicines, health supplements, cosmetics, to food products. Supervision is carried out thoroughly from the production stage to distribution to ensure that every product in circulation meets safety, benefit, and quality standards.
As a follow-up to the violations found, BPOM has imposed administrative sanctions in the form of revocation of distribution permits, revocation of Good Manufacturing Practices (CPKB) certificates, and temporary suspension of activities (PSK) which include production, distribution, and import activities.
Through 76 technical implementation units (UPT) spread throughout Indonesia, BPOM also carried out direct enforcement to production facilities and circulation facilities, including retail stores.
"BPOM also conducts further investigations into the production and distribution chain. If criminal elements are found, the case will be followed up by the BPOM Civil Servant Investigator (PPNS) through the pro-justice process," said the Head of BPOM Taruna Ikrar, quoted from the official BPOM website.
The Head of the BPOM Taruna Ikrar reiterated his agency's commitment to eradicating irresponsible business practices. BPOM will not tolerate business actors who deliberately produce or distribute cosmetics that endanger the community.
"These mischievous practices clearly violate the law and threaten public safety. We will take firm action against any violations for the protection of public health," he said.
He also conveyed that the enforcement of regulations is intended to encourage the creation of a healthy, professional, and competitive national cosmetics industry.
The action taken by BPOM is not to hinder business growth, but to build a fair, clean, and responsible industrial climate.
"BPOM fully supports business actors who obey and uphold safety standards, but for violations, we will act without compromise," said Taruna Ikrar.
The circulation of cosmetics containing harmful and/or prohibited ingredients is a violation of Article 435 paragraph (1) in conjunction with Article 138 paragraph (2) of Law Number 17 of 2023 concerning Health.
In the provision it is stated that the perpetrator can be subject to criminal sanctions in the form of imprisonment for a maximum of 12 years or a maximum fine of Rp. 5 billion for anyone who produces or distributes pharmaceutical preparations that do not meet safety, benefit, and quality standards.
BPOM invites the public to be more careful in choosing cosmetic products by always checking the condition of the packaging, label, distribution permit number, and expiration date. The public is also urged not to use cosmetics that have been declared to contain harmful ingredients and/or prohibited.
Through consistent supervision and law enforcement, BPOM emphasizes its seriousness in cleaning the national cosmetics industry from risky products and ensuring optimal protection for the health of the Indonesian people. This effort is expected to receive full support from all business actors by complying with applicable regulations.
