BPJS Health Jangkau Pelosok, West Papua Reaches High Coverage

JAKARTA - The expansion of equitable health services continues to be pursued by BPJS Kesehatan throughout Indonesia. One tangible manifestation of this equitable distribution can be seen from the increasing participation of the National Health Insurance (JKN) in West Papua Province.

Access to health services is now no longer a luxury, but a right that can be enjoyed by almost all people, even in areas that were previously difficult to reach.

As of March 1, 2025, the Health Social Security Administration (BPJS) noted that the number of JKN participants in West Papua had reached 653,818 people. Head of BPJS Kesehatan Manokwari Branch, Dwi Sulistyono Yudo.

"JKN membership coverage in West Papua is 93.05 percent or has exceeded the national target," Dwi said as quoted by ANTARA.

The details of the distribution of participants included seven districts in West Papua, with the highest number coming from Manokwari Regency as many as 222,857 people, followed by Fakfak Regency (103,935 people), Bintuni Bay (93,112 people), and Kaimana (74,001 people). Meanwhile, Wondama Bay recorded 56,740 participants, the same number was also recorded in the Arfak Mountains, as well as 48,744 participants in South Manokwari.

Of the total number of participants, 608,409 people were registered as active participants, while the remaining 45,409 people were categorized as inactive.

Dwi explained that the JKN membership rate in West Papua has shown a positive trend in recent years. In 2021, there were 559,315 participants, then increased to 579,875 in 2022. The trend of increasing continued in 2023 with 622,749 participants, then 650,633 participants in 2024, until finally reaching 653,818 participants in March 2025.

Judging from the membership segment, the majority came from the group of Health Insurance Contribution Recipients (PBI JK) as many as 394,034 people, which included 60.27 percent of the total participants. The next segment is the Non-Wage Recipient Worker (PBPU) registered by the local government as many as 106,177 people, and the State Administrators' Wage Recipient Workers (PPU) as many as 100,280 people. The private PPU recorded 28,455 participants, while PBPU and Non-Workers (BP) totaled 24,872 participants.

To support quality health services, ten Advanced Referral Health Facilities (FKRTL) have become BPJS Health partners in West Papua. This facility is spread across six districts and includes the Bhayangkara Hospital of the West Papua Police, Manokwari Hospital, Dr. Azhar Zahir Manokwari Hospital, West Papua Hospital, Dimara Manokwari Hospital, Elia Waran Manokwari Hospital. South, Fakfak Hospital, Kaimana Hospital, Teluk Bintuni Hospital, and Teluk Wondama Hospital.

However, Dwi added that the Arfak Mountains Regency still does not have its own FKRTL facility, is one of the challenges that the solution is trying to make so that service equalization is truly realized throughout West Papua.
