JAKARTA - PT PLN Energi Primer Indonesia (PLN EPI) and eFUELS SEA Pte. Ltd, a company from Singapore, signed a Memorandum of Understanding (MoU) to explore the development of a cross-border green hydrogen supply chain from Indonesia to Singapore. This cooperation also explores opportunities for cooperation in developing the eFuels and green hydrogen ecosystems to support the acceleration of achieving the Net Zero Emissions (NZE) target.

The signing was carried out in the framework of the Global Hydrogen Ecosystem Summit (GHES) 2026 at the Jakarta Convention Center (JCC) on Tuesday, July 21. This MoU was signed by the Director of Biomass of PT PLN Energy Primary Indonesia Hokkop Situngkir and Chief Executive Officer and Director of eFUELS SEA Pte. Ltd. David Wang.

Director of Biomass, PT PLN Energy Primary Indonesia Hokkop Situngkir said that this cooperation is a strategic step for PLN EPI to strengthen the development of the Indonesian green hydrogen ecosystem while opening up opportunities for the formation of a clean energy supply chain across countries.

"Indonesia has enormous renewable energy potential to be developed into green hydrogen. Together with eFUELS SEA, we want to thoroughly examine this potential, from production, infrastructure, logistics, to business models, so that we can build a competitive and sustainable green hydrogen supply chain for the regional market," said Hokkop in a statement to the media, Wednesday, July 22.

According to him, this collaboration is part of PLN EPI's commitment to expanding the development of low-carbon primary energy as a support for the national energy transition.

As a subholding of PT PLN (Persero), PLN EPI is responsible for the provision of primary energy, ranging from coal, fuel and natural gas, bioenergy, to the development of low-carbon primary energy to support the transformation of the national energy sector.

Meanwhile, eFUELS SEA Pte. Ltd. is a regional technology platform company and developer of eFuels projects that focuses on the production of ultra-low carbon synthetic fuels. The company's developed eFuels are drop-in fuels, i.e. synthetic fuels that can be used directly in existing transportation engines and infrastructure without requiring modifications, thus becoming a decarbonization solution for sectors that are difficult to reduce emissions, such as aviation, shipping, and petrochemicals.

Chief Executive Officer and Director of eFUELS SEA Pte. Ltd. David Wang said that Indonesia has great potential to become one of the green hydrogen production centers in the region thanks to the availability of abundant renewable energy sources.

"We see Indonesia as a strategic partner in the development of a regional green hydrogen supply chain. Through cooperation with PLN EPI, we hope to combine Indonesia's renewable energy potential with eFUELS SEA's experience in project development and eFuels technology to present a decarbonization solution that can be applied commercially," said David Wang.

He added that demand for green hydrogen and eFuels is expected to continue to increase in line with the commitment of various countries to reduce carbon emissions, especially in sectors that are difficult to switch to electrification.

"We are optimistic that this collaboration can be the beginning of the development of cross-border green hydrogen projects that are able to support the energy transition in the Asia Pacific region while strengthening the sustainable green hydrogen ecosystem," he said.

Through this Memorandum of Understanding, both parties will conduct joint studies related to the development of the supply chain of green hydrogen from Indonesia to Singapore. The scope of cooperation includes the preparation of studies, capacity building, benchmarking, evaluation of production infrastructure, transportation, storage, and distribution of green hydrogen, the preparation of a commercial framework, exchange of technical and regulatory information, to the exploration of research and pilot projects for the development of green hydrogen and eFuels.

In addition, the two companies will also evaluate the potential for the development of renewable energy-based power sources along with their traceability and sustainability aspects to support the long-term supply of green hydrogen for the regional market.
