Purbaya: State Budget Deficit in Semester I 2026 Reaches Rp196.5 Trillion

JAKARTA - Minister of Finance Purbaya Yudhi Sadewa said that the State Budget (APBN) until Semester I 2026 experienced a deficit of IDR 196.5 trillion or about 0.76 percent of Gross Domestic Product (GDP).

This deficit occurs because state revenues are still lower than total government spending.

"The state budget deficit until Semester I was recorded at Rp. 196.5 trillion with a percentage of 0.76 percent of GDP, this condition reflects that the state budget deficit remains within safe and controllable limits," he said in a Banggar meeting of the Indonesian House of Representatives, Tuesday, July 7.

Until Semester I 2026, state revenues have been realized at Rp1,459.4 trillion or 46.1 percent of the 2026 state budget target which is pegged at Rp3,153.6 trillion. This figure grew 21.4 percent compared to the same period last year which was Rp1,201.8 trillion.

The realization of state revenue comes from tax revenue of IDR 1,187.8 trillion or 44.1 percent of the 2026 state budget target of IDR 2,693.7 trillion.

Tax revenue consists of tax revenue of Rp1,035.7 trillion or 43.9 percent of the target of Rp2,357.7 trillion, as well as customs and excise revenue of Rp152.0 trillion or 45.2 percent of the target of Rp336 trillion.

Meanwhile, non-tax state revenues (PNBP) were recorded at Rp271.0 trillion or 59.0 percent of the 2026 state budget target of Rp459.2 trillion.

Meanwhile, the grant revenue of Rp0.7 trillion or 104.0 percent of the 2026 state budget target of Rp0.7 trillion.

On the spending side, the realization of state spending until Semester I 2026 reached Rp1,656.0 trillion or 43.1 percent of the 2026 state budget target of Rp3,842.7 trillion. This amount increased by 17.8 percent compared to the same period last year which was recorded at Rp1,406.0 trillion.

The state expenditure consists of central government spending of Rp1,298.6 trillion or 41.2 percent of the 2026 target of Rp3,149.7 trillion.

The details, the spending of ministries/institutions (K/L) reached Rp658.9 trillion or 43.6 percent of the target of Rp1,510.5 trillion, while non-K/L spending was realized at Rp639.7 trillion or 39.3 percent of the target of Rp1,639.2 trillion.

Meanwhile, the Regional Transfer (TKD) has reached Rp357.4 trillion or 51.6 percent of the 2026 State Budget target of Rp693 trillion.

Even though the state budget has a deficit, the primary balance still recorded a surplus of Rp85.1 trillion or 94.9 percent of the 2026 state budget target of Rp89.7 trillion.

Meanwhile, the realization of budget financing until Semester I 2026 was recorded at Rp452.0 trillion or around 65.6 percent of the target set at Rp689.1 trillion.
