JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) will require business entities (BU) that provide fuel oil to mix ethanol by 5 percent with gasoline starting in the second semester of 2026.
Director General of New and Renewable Energy and Energy Conservation (EBTKE) Eniya Listiani Dewi said, according to the instructions of the Minister of Energy and Mineral Resources, Bahlil Lahadalia, the utilization of bioethanol plant fuel was actually included in the decision of the Minister of Energy and Mineral Resources to be implemented at least in 2026 by 5 percent.
"So for the second semester of 2026, all fuel business entities must carry out blending, this is in accordance with Minister's Regulation number 4 of 2025," said Eniya in a Public Hearing with Commission XII of the Indonesian House of Representatives, Thursday, June 4.
The implementation area of mixed bioethanol in this fuel will be carried out throughout the Java Island and will only be carried out on non-public service obligation (PSO) or non-subsidized fuel.
Eniya added that later the blending of bioethanol will also use facilities owned by PT Pertamina (Persero) that already exist. For information, previously Pertamina had also conducted trials on the Petamax Green 95 product and had been marketed since 2023.
"And in the mandatory that will be issued in the Minister's decision this month, this will also add outlets from bioethanol which is currently a trial market in the type of pertamax green 95 and will definitely increase in 2026," he said.
Until now, he said, the supply of bioethanol for Pertamax Green 95 has been supplied by PT Energi Argo Nusantara (Enero).
Eniya estimates that there will be an addition of beetanol supplier industries throughout Indonesia.
So far, there are 3 new plants that produce ethanol fuel grade (FGE) with a content of more than 99 percent, namely PT Indonesia Ethanol Industry in Lampung with 20,000 KL, PT Energi Agro Nusantara with 30,000 KL and PT Molindo Raya Industrial in East Java with 10,000 KL.
"Now from here, three companies will enter into a mandatory and we will determine how much volume will be set in the Minister's Decree," said Eniya.
