Get ready! Ministry of Manpower opens registration for TKM Starter Assistance 2026

JAKARTA - The Ministry of Manpower (Kemnaker) has opened registration for the 2026 Startup Self-Employment Assistance (TKM) as part of efforts to expand employment opportunities and encourage the growth of new entrepreneurs in various regions.

Acting Director General of Manpower Training and Employment Opportunities (Binapenta and PKK) of the Ministry of Manpower, Estiarty Haryani, said the TKM Program for Beginners was designed to help people build productive and sustainable self-employment.

"The TKM for Beginners program is one of the concrete steps of the government in encouraging the growth of new entrepreneurship and opening wider employment opportunities for the community," said Estiarty, Thursday, May 14.

He explained that the registration for the 2026 TKM Starter Assistance was open until May 17, 2026 through the SIAPkerja and Bizhub platforms. People who meet the requirements are urged to immediately complete the documents and register online.

The requirements for recipients of assistance include Indonesian citizens (WNI) who reside in Indonesia, are at least 18 years old and a maximum of 64 years old, and have an ID card or e-ID card. In one Family Card (KK), assistance can only be received by one family member. In addition, the applicant is not currently studying at the equivalent of SMA/SMK or equivalent, not a State Civil Apparatus (ASN), TNI, Polri member, or ASN pensioner, and is not currently bound by a work relationship with either the government or the private sector.

Participants are also ensured that they have never received TKM Pemula or TKM Lanjutan assistance from the Ministry of Manpower and are not currently receiving assistance from the Kemnaker Employment Opportunity Expansion program in the current year.

Another requirement is that participants must have a vocational training certificate issued by UPTP/UPTD in the field of vocational training or an entrepreneurship service certificate issued by UPTP in the field of Expanding Employment Opportunities, namely BPKK Bekasi, BPKK Kendari, and BBPKK West Bandung, in the period 2025 to 2026.

Participants are also required to have a business idea or business that is proven through a Business Certificate (SKU) issued by the village/village or Business Registration Number (NIB), accompanied by a photo of the location or business activity. In addition, applicants must have a SIAPkerja account.

In this program, the Ministry of Manpower and Transmigration distributes assistance of IDR 5 million per person which can be used to purchase business equipment and/or raw materials according to the proposed business field. The business sectors that can be developed include agriculture, livestock, fisheries and marine, catering services, creative economy, commodity trade, to personal services.

The entire registration and application process for assistance is carried out digitally through the SIAPkerja and Bizhub platforms without any fees. Therefore, the public is urged to be alert to various fraud schemes in the name of the TKM Pemula Program and the Ministry of Manpower.

The Ministry of Manpower reminded the public not to provide the National Identification Number (NIK), PIN, password, or OTP code to any party. The public is also asked not to easily believe in parties that promise approval or ask for certain rewards in the selection process.

If there are parties who ask for a fee in the name of the TKM Program for Beginners, the public is urged to immediately report it through the official channel of the Ministry of Manpower so that it can be processed immediately in accordance with the provisions.

After the registration process is closed, the Ministry of Manpower will conduct administrative selection, business substance assessment, and interviews to ensure the eligibility of prospective recipients of assistance. The results of the selection will be announced through the Bizhub platform.

In the implementation of the TKM Program for Beginners, the Ministry of Manpower regulates the mechanism for distributing assistance, using funds, to reporting accountability in detail. Recipients of assistance are required to use funds in accordance with the business proposal and submit a report on the use of assistance by no later than December 31, 2026.
