JAKARTA - PT Hutama Mambelim Trans Papua or HMTP is implementing various technical and operational methods to overcome the challenges of the Trans Papua Road development of the Jayapura-Wamena segment of the Mamberamo-Elelim segment along 50.14 kilometers which crosses the Papua Mountains.
The project, which was carried out by HMTP as a Implementing Business Entity (BUP) formed by the consortium of PT Hutama Karya (Persero) and PT Hutama Karya Infrastruktur (HKI), is part of efforts to open the isolation of the region and strengthen connectivity between regions in Papua.
The construction of the road faces a number of geographical challenges, ranging from remote locations with limited access, complex mobilization of tools and materials to easily changing weather and tends to rain.
In addition, the characteristics of the road on the mountain slope also have a high risk of landslides.
To overcome these various challenges, HMTP conducted a mapping of critical areas to identify landslide-prone points based on geological conditions, slope inclination, and historical events in the field.
Furthermore, the preparation of technical planning is carried out by Hutama Karya Division of Infrastructure I with the support of technical evaluation from the Construction Management Team so that each method applied meets technical and construction safety standards.
The handling of vulnerable areas is carried out through sloping work or slope management, installation of slope reinforcement mats, control of drainage systems to erosion protection in open areas to maintain soil stability from the effects of extreme weather.
In addition to the technical approach, HMTP also implements operational steps as layered mitigation, such as safety patrols, installation of warning signs at landslide-prone points, traffic lane arrangements, and a ban on stopping in critical areas.
In the midst of the construction process, HMTP ensures that community mobility continues to run by implementing a vehicle lane opening and closing system without closing access to the community and distribution of logistics to mountainous areas.
The company also conducts routine inspections to monitor the condition of the road surface, drainage function and traffic safety aspects during the construction period.
To maintain the progress of the project, HMTP carried out the optimization of logistics management and material distribution, strengthening the readiness of heavy equipment and human resources, and adjusting the work methods to weather conditions through the shift work system.
Coordination with various parties has also been strengthened, ranging from the Project Cooperation Officer (PJPK), local communities, Koramil to the local government to support the smooth access and mobilization of the project.
The construction of the Trans Papua Road also involves around 2,000 local workers in various jobs, ranging from civil works, channels, stone pairs, field operators, flagmen, to security teams.
"The presence of local workers in the construction of the Trans Papua Road not only accelerates the construction process, but also encourages the growth of community economic activities around the project that creates sustainable economic access," said Acting (Plt) Director of HMTP Kun Hartawan quoted from a written statement, Monday, May 4.
HMTP hopes that the construction of the Trans Papua Road can increase inter-regional accessibility, facilitate logistics distribution, maintain the stability of basic necessities prices, and open up new economic opportunities for the Papuan people.
