Gilimanuk-Mengwi Toll Project The Gilimanuk-Mengwi Toll Project has triggered residents' unrest, following the lack of certainty about the continuation of the construction which is considered important to reduce congestion and support connectivity on the Island of the Gods.
The government through the Ministry of Public Works (PU) ensures that a number of strategic infrastructure projects in Bali, including the Gilimanuk-Mengwi Toll Road, will begin to be worked on gradually from 2026 to 2027.
Bali Governor I Wayan Koster highlighted the lack of certainty about the timeline for the construction of the Gilimanuk-Mengwi Toll Road, which was considered to have triggered public unrest.
Koster revealed that the land for the project had long been designated, but had not been utilized, thus impacting the activities of residents.
"So, we are awaited by the public about this toll road. It has been planned for a long time, but until now there has been no significant development for us. So, we are ashamed of the public," said Koster in a Working Meeting of Commission V of the DPR with the Ministry of Public Works and the Ministry of Transportation at the Parliament Complex, Senayan, Jakarta, Wednesday, April 8.
He asked that the plan to build a toll road should receive serious attention from the central government, in this case the PU Ministry.
"We ask for certainty regarding the continuation of the Gilimanuk-Mengwi Toll Road development plan," he said.
In addition, the local government also asked for serious attention to the handling of coastal erosion that continues to erode the land area, especially in northern and western Bali.
This condition not only threatens coastal areas, but also has an impact on agricultural land and traditional irrigation systems.
The Bali Provincial Government also encourages the acceleration of the construction of national road infrastructure and other supporting facilities so that it can be carried out gradually starting this year.
Meanwhile, the government has included the Gilimanuk-Mengwi Toll Road in the list of National Strategic Projects (PSN) recently. However, the construction of the barrier-free section has not started.
Regarding this, Minister PU Dody Hanggodo also spoke up.
He said, the toll road project is still quiet for investors.
This was conveyed by Dody in a Media Briefing at the PU Ministry's office, Jakarta, Friday, October 31, 2025.
"What I know is that Gilimanuk-Mengwi is not much interested by investors, because the traffic is not there. So, there are still many discussions," said Dody.
However, Dody said, currently the construction of the road is still under investigation and project analysis or due diligence.
"It's just that everything is still in the due diligence process. So, let's say in Bali Gilimanuk-Mengwi, is it really the Gilimanuk-Mengwi section or do you want to use another section. It really has to be discussed with the prospective investor and the local government," he said.
