JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) has temporarily stopped the use of marine space that is not in accordance with regulations in the Gresik area, East Java.

The sealing was carried out because the company was suspected of not having the documents for the Permit for the Use of Sea Space Activities (PKKPRL).

Director General of Marine Resources and Fisheries Monitoring (PSDKP) KKP Pung Nugroho Saksono (Ipunk) directly led the temporary stop at the location.

The temporary suspension was carried out by the Special Police for Coastal and Small Islands Management (Polsus PWP3K) of the Benoa PSDKP Base on Tuesday, February 17.

The target is the activity of utilizing 1.72 hectares of sea space managed by PT SSM.

"The use of the sea space at the location has been temporarily stopped, because it is clear that the results of the supervision by Polsus violate the provisions on the use of sea space," Ipunk said in a written statement, Wednesday, February 18.

In addition to the results of self-monitoring, Ipunk emphasized that the monitoring efforts which were followed up with temporary suspension were also a response to public complaints against the KKP regarding the use of marine space activities allegedly without permits.

"This effort is a form of KKP to protect Indonesia's marine and coastal resources from activities that are not in accordance with regulations and have the potential to cause damage," he said.

According to Ipunk, the actions taken by his party were carried out based on the Regulation of the Minister of Marine Affairs and Fisheries Number 30 of 2021 which gives the authority to take other actions by Polsus PWP3K in the form of temporary suspension of activities.

Every effort to utilize the sea space must have a PKKPRL and for reclamation must be equipped with a reclamation permit.

This is in accordance with the Regulation of the Minister of Maritime Affairs and Fisheries Number 28 of 2021, and emphasized in Government Regulation (PP) Number 28 of 2025 concerning Risk-Based Business Licensing.

In terms of having both permits, their activities must also comply with the provisions contained in the permit, including the suitability of the area of business.

"Regarding this violation, after the process of temporarily stopping this activity, we will conduct an in-depth examination and sanctions will be imposed in accordance with applicable regulations," he added.
