JAKARTA - As of February 2, 2026, a total of 143 Drinking Water Supply Systems (SPAM) were affected by flash floods or about 82 percent of the total 176 SPAM have been re-functionalized.

Minister of Public Works (PU) Dody Hanggodo said that the restoration of clean water is the most basic need for the community.

"Clean water and sanitation are the main needs of the community. Therefore, since the emergency response phase, we have focused on ensuring that drinking water services are still available, both through the recovery of SPAM and the provision of emergency facilities," said Dody, quoted from a written statement, Wednesday, February 4.

From the SPAM that has resumed operations, the capacity of clean water services has been restored to more than 5,300 liters per second.

Currently, it has served people in various areas affected by flash floods in Sumatra, both in residential areas and in evacuation locations.

In Aceh Province, treatment was carried out for 71 affected SPAMs spread across 10 regencies/cities with a total capacity of 2,177 liters per second.

Until now, 54 SPAMs have returned to function with a service capacity of 1,595 liters per second, as the repair of drinking water distribution facilities and networks accelerates.

Then in North Sumatra Province, there were 45 SPAM in 9 districts/cities affected by flash floods.

Of this amount, 37 SPAMs have been functioning with a total service capacity of 1,445 liters per second, while the others are still in the stage of adjusting the technical design for further handling.

Meanwhile, in West Sumatra Province, the PU Ministry is handling 60 SPAMs spread across 13 regencies/cities with a total capacity of 2,663 liters per second.

As of early February 2026, 52 SPAMs have been handled and returned to service with a service capacity of 2,263 liters per second, while permanent handling is targeted to be completed gradually until August 2028.

To reach areas whose clean water infrastructure has not fully recovered, the PU Ministry has deployed various clean water infrastructure to meet the daily needs of the community.

It is recorded that until now, 537 emergency facilities have been alerted throughout Sumatra, such as mobile water treatment facilities (IPA), clean water tanks, public hydrants, towers, drinking water treatment units, including sanitation facilities such as portable toilets and emergency toilets.

In addition to SPAM recovery, the PU Ministry also strengthened the provision of clean water after the recent floods in the Sumatra region through the construction of boreholes, both handled by the Water Resources Directorate General and Cipta Karya.

This effort is carried out to ensure the availability of raw water sources, especially in locations with quite heavy drinking water network damage.

In the field of Water Resources, the PU Ministry is handling the construction of 25 units of deep water boreholes.

In Aceh Province, construction was carried out on 24 units of deep water boreholes, with 11 units completed and 13 other units still under construction.

Furthermore, in North Sumatra Province, no drilling work has been carried out by the Directorate General of Land and Natural Resources.

Meanwhile, in the Central West Sumatra Province, the construction of one deep water borehole unit is being carried out, located at the Dr. M. Djamil Central Hospital, Padang.

In addition, the Directorate General of Creative Works of the Ministry of PU carried out the construction of 103 boreholes, consisting of shallow and deep boreholes, to expand access to clean water for people affected by flash floods.

The development targets residential areas, public facilities, and public service locations that require a sustainable supply of clean water.

For shallow boreholes, the PU Ministry has built 17 units, all of which are located in Aceh Province.

Of these, nine units have been completed, while the rest are still under construction and are targeted to be immediately utilized by the community.

Meanwhile, for deep boreholes, the PU Ministry is handling the construction of 86 units, spread across Aceh Province, 17 units have been completed and 46 units are still in the construction phase.

In North Sumatra Province, there are five drilling units in progress and in West Sumatra Province, there are 18 drilling units in the middle of entering the survey stage and geoelectric work as the basis for determining the drilling point.
