JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) revealed that there were 99 tons of illegal or frozen pacific mackerel imports that entered Indonesia in early January this year.
Director of Fisheries Resources Supervision of the Directorate General of Marine and Fisheries Resources Supervision (PSDKP) KKP Halid K. Jusuf said that the 99 tons of illegal fish imports were carried out by PT CBJ which entered the Container Terminal, Tanjung Priok Port, Jakarta.
The handling of the import of illegal fishery commodities was carried out on January 5, 2026.
Halid explained, PT CBJ is one of the companies engaged in the field of large-scale trade in fishery products and fish freezing industries that have cold storage, and are located in the Penjaringan fishing port, North Jakarta (Jakut).
"The cases we handled were around January 5 to 9, 2026. The commodities that entered were frozen pacific mackerel or known as salem fish with a total volume of 99,972 tons or approximately 100 tons," said Halid in a press conference at his office, Tuesday, January 13.
Halid said that the valuation of the losses saved from the import of salem fish amounted to IDR 4.48 billion, consisting of fiscal aspects such as potential VAT, including from the fishermen's side.
"This loss includes the fiscal aspect in terms of the potential of VAT as well as the impact of the fishing market which affects the price of small pelagic fish and the multiplier effect on the trading and processing sectors," he said.
Halid also revealed the chronology of the beginning of the decline in illegal imports of salem fish came from a community report without an import approval (PI).
The delivery was allegedly carried out at the end of 2025 with a modus using a PI that had actually run out of quota since the middle of the year.
"So, this commodity is imported illegally without any import approval. Then also without any recommendation for imported commodities, yes, the RKI issued by the Ministry of Marine Affairs and Fisheries," he said.
The KKP through the Directorate General of PSDKP also stated that the import was carried out without a quota by PT CBJ through the Tanjung Priok Port, Jakarta.
Finally, the Directorate General of PSDKP secured four containers at the border together with the Customs and Excise KPU.
In this case, PT CBJ obtained an initial import quota in January 2025 of 100 tons. Then, in June 2025, the company got a change to 150 tons. Meanwhile, PT CBJ has realized the quota in February as much as 100 tons and 50 tons in July 2025.
Then, PT CBJ placed an order for 100 tons in December 2025, assuming that it still has a quota of 100 tons based on the change PI.
However, the company assessed that the PI of the change was a new PI.
"They deliberately imported with a quota of 100 tons, it is indicated that it is a violation of the import activities of fisheries carried out by business actors," he explained.
Based on these findings, the KKP is currently imposing administrative sanctions as one of the options in imposing sanctions on violators of laws and regulations in the marine and fisheries sector.
"We prioritize the imposition of administrative sanctions, which of course in the series of imposition of sanctions is gradual," he added.
