JAKARTA - The Ministry of Energy and Mineral Resources conveyed that the realization of Non-Tax State Revenues (PNBP) from the oil and gas sector (migas) in 2025 did not reach the target.
For information, the PNBP Natural Resources (SDA) oil and gas recorded by the Ministry of Finance in 2025 only reached Rp. 105.04 trillion or 83.7 percent of the target of Rp. 125.46 trillion.
Minister of Energy and Mineral Resources Bahlil Lahadalia explained that the failure to achieve the PNBP target for the oil and gas sub-sector was due to the crude oil price (ICP) factor which was far below the macro assumptions set in 2025.
"I have to convey that in our assumption of the APBN macro, the ICP price is 82 US dollars per barrel. However, in reality, from January to December 31, the average world oil price is 68 US dollars per barrel," said Bahlil, quoted Friday, January 9.
Although the percentage has not reached the target, Bahlil said that the performance of the oil and gas sector showed a positive trend where the national oil lifting average in 2025 reached 605.3 MBOPD or 100.05 percent of the APBN target.
This lifting achievement is a historical record because it is the first achievement in the last ten years that has reached the state budget target.
The average lifting oil figure of 605,300 MBOPD per day includes Natural Liquid Gas (NGL) and condensate produced by PT Donggi Senoro LNG.
"Alhamdulillah, our target today, it reached 605.3 MBOPD barrels or equal to 100.05 percent. So our lifting target, Alhamdulillah, reached the target, even exceeded it even though it was a little bit," he said.
Bahlil said that the last time the oil lifting target in the state budget was achieved was in 2016, reaching 829,000 barrels per day.
After that, oil lifting decreased to 580,000 barrels in 2024.
"First, the increase in our lifting was in 2008, because there was (Banyu Urip Field). Then 2015-2016, after that, our lifting never reached the state budget target. Thank God, this time we have achieved it," continued Bahlil.
In the future, the lifting of oil and gas (migas) will be targeted to increase gradually in the coming years to 1 million barrels per day in 2030.
To accelerate the achievement of this target, the Ministry of Energy and Mineral Resources will accelerate the licensing of Oil and Gas (Migas) Cooperative Work Contract (KKKS) Contractors, which are currently in the process.
