JAKARTA - The Ministry of Transportation through the Directorate General of Land Transportation has implemented the Fullcycle Integrated Motor Vehicle Testing Management Information System (SIM PKB Fullcycle) nationwide as of today, January 2, 2026.

This policy is a follow-up to the Minister of Transportation Regulation Number 19 of 2021 concerning Periodic Testing of Motor Vehicles as well as the results of the evaluation which found that there were still a number of problems in the implementation of periodic vehicle testing.

Director General of Land Transportation, Aan Suhanan, explained that the implementation of a fully integrated system was necessary to close the gap in violations of procedures that had been occurring.

"This needs to be implemented considering the identification of several violations of SOP for Periodic Testing of Motor Vehicles, forgery of Proof of Passing Periodic Testing, to the security of data access and test results that are not real-time," Aan said in an official statement, Friday, January 2.

Aan also asked all local governments, especially the Transportation Service, to comply with applicable laws and regulations and complete all stages of the full implementation of the integrated PKB SIM.

In addition, its implementation is also a fulfillment of the National Action Plan for Zero ODOL 2027 which relates to the aspect of data integration from all stakeholders as a database.

"Starting in 2026, the integration of this system will be fully and simultaneously implemented. We encourage acceleration of implementation by all local governments so that motor vehicle testing data can be integrated nationally," said Aan.

For information, the PKB Fullcycle SIM is an improvement to the periodic testing system for motor vehicles that covers the entire process from registration, testing, to printing digital documents.

Aan hopes that the integration of national data can become a basis for data-based policy making, improving traffic safety and road transport, as well as improving the quality of service to the community.

"With the establishment of this system, violations of periodic vehicle test results will no longer be known. Let's together prioritize the safety aspect of public transportation," he said.
