JAKARTA - The government is designing a coal export tax scheme for the 2026 fiscal year with a progressive tariff pattern that is adjusted to the movement of commodity prices in the global market.

Minister of Finance Purbaya Yudhi Sadewa said that in the interim technical discussion, the proposed tariff rate was in the range of 5 percent to 11 percent and the tariff would be implemented gradually based on the reference price of coal.

"That level is still under discussion. If I'm not mistaken, it is proposed depending on the price of the stone, there is 5 percent, there is 8 percent, there is 11 percent," he said in a press conference, Wednesday, December 31.

However, Purbaya emphasized that the scheme was not final because the regulation in the form of a Presidential Regulation (Perpres) was still in the drafting stage.

"So, I can't be sure how much it fits because some of them are still protesting. We may have to adjust (limited meeting) in the future," he explained.

Regarding the possibility that the rules may not apply on January 1, 2026, Purbaya acknowledged the possibility of delays in the issuance of regulations and emphasized that the policy could still be implemented from the beginning of the year because it allowed for retroactive application.

"(The rule) can also apply backwards," he said.
