JAKARTA - The Ministry of Finance noted that as of November 30, 2025, the government's new debt drawdown had reached Rp. 614.9 trillion or equivalent to 84.06 percent of the debt financing target of Rp. 731.5 trillion as stated in the interim report.
Deputy Minister of Finance Suahasil Nazara explained that the debt financing was used to cover the projected budget deficit of 2.78 percent of Gross Domestic Product (GDP).
He added that by the end of November 2025, the State Budget (APBN) deficit was recorded at Rp560.3 trillion or around 2.35 percent of GDP.
"Currently the deficit is 2.35 percent of GDP, but according to the semester report in the DPR, we estimate a deficit of 2.78 percent of GDP. So the current deficit of 2.35 percent is on track. Usually it is called tekor. This is on track towards the design of the state budget," he said in a press conference APBNKITA, Thursday, December 18.
Meanwhile, he said that non-debt financing was recorded at minus IDR 41.4 trillion or about 59.57 percent of the APBN ceiling.
According to him, this financing does not add to the debt burden, but is allocated in the form of investment in certain sectors.
Suahasil explained that with the achievement of debt and non-debt financing, the total realization of financing until November 30, 2025 reached IDR 573.5 trillion, or 86.63 percent of the financing outlook of IDR 662 trillion.
"The fulfillment of financing is controlled through proactive steps such as prefunding, adequate cash availability, and active cash and debt management," he explained.
