JAKARTA - The Kuala Tanjung-Tebing Tinggi-Parapat Toll Road (Kutepat) Section 4 Dolok Merawan-Pematang Siantar Sinaksak-Simpang Panei segment of 13 kilometers (km) is ready to be opened for free during the Christmas 2025 and New Year 2026 (Nataru 2025/2026) holidays.

PT Hutama Marga Waskita (Hamawas) as the operator said that the toll road was opened functionally from December 16, 2025 to January 4, 2026.

Quoting information shared by PT Hutama Marga Waskita, the operation of the toll road without tariffs was carried out to support the smooth flow of traffic during the 2025/2026 Nataru period.

"The Kuala Tanjung-Tebing Tinggi-Parapat Toll Road (Kutepat) part of Section 4 Dolok Merawan-Pematang Siantar Sinaksak-Simpang Panei segment will be opened functionally on December 16, 2025 to January 4, 2026 from 07.00-17.00 WIB and only applies to Group I (nimbus)," wrote Hutama Marga Waskita management in its official Instagram account @hmwtollroad, quoted Saturday, December 13.

This is based on a letter from the Toll Road Regulatory Agency (BPJT) of the Ministry of Public Works (PU) regarding the Implementation of the Functional Construction Phase Toll Road Operation as the Nataru 2025/2026 Route and Dirlantas of the North Sumatra Regional Police.

Hamawas said that the Sinaksak-Simpang Panei Toll Road was opened without a tariff, alias free of charge, and road users are required to tap an electronic card, alias e-toll.

"Enjoy the homecoming and end-of-year holiday moments with joy. Keep obeying traffic signs. Remember, safety is always number one," he added.

Previously, Hamawas as the Toll Road Business Entity (BUJT) reported that the Uji Laik Fungsi (ULF) activities of the Sinaksak-Simpang Panei Toll Road had been carried out for three days, namely from Monday, November 17 to Wednesday, November 19.

The scope of the inspection on the toll road section is on the A and B lanes of KM 131+078 to KM 143+400.

After a series of field tests and visual checks were carried out, a discussion was held regarding the results of technical examinations from each sub-team at the Plenary Meeting of the Inspection Results held on Wednesday, November 19.

The activity began with a field review by Sub Team 1 for technical inspection and operation consisting of road organizers, namely the Ministry of Public Works (PU), traffic and road transport elements.

Then, the National Police's Korlantas by conducting an examination of road signs and markings, a piece of intersection, an analysis of the impact of traffic and road safety, road and bridge pavement structures, and road-related buildings.

Meanwhile, Sub-Team 2 for administrative examination consists of BPJT, JBH Land Procurement Sub-Directorate and the financial field, State-owned Goods Manager (PBMN) of the Road Construction Directorate conducted operational and completeness of administrative documents, such as toll gate examination, operational vehicles and inventory of assets of toll roads.

President Director of PT Hutama Marga Waskita Dindin Solakhuddin explained that the implementation of the ULF was an important stage before the toll road could operate fully.

Through this activity, Hamawas ensures that all aspects ranging from security, safety to the completeness of facilities and infrastructure have met the standards of traffic management and safety.

According to him, the entire ULF series has been completed and now his party is trying to evaluate the minor that is in the field.

"We are optimistic that all of these processes can be passed well, so that the Certificate of Public Operation (SLO) can be issued immediately and the Sinaksak-Simpang Panei Toll Road can immediately operate at the moment of Nataru 2025/2026," he said in an official statement, Thursday, November 20.
