Minister of Cooperatives (Menkop) Ferry Juliantono explained and reported the progress of the construction of physical outlets, warehouses, and other infrastructure for the Red and White Village/Kel Village Cooperative (Kopdes/Kel). Ferry believes that the Red and White Kopdes/Kel will fully operate as soon as 2026 as possible, as directed by President Prabowo Subianto.

Accelerating outlet construction, the warehouse for other infrastructure facilities refers to Presidential Instruction (Inpres) Number 17/2025 concerning the Acceleration of Physical Development of Outlets, Warehousing and Completeness of the Red and White Kopdes/Kel.

"The President hopes that each village has warehouses, outlets, vehicles, and completeness for Kopdes operations. After operating, this cooperative is expected not only as a center for distribution of goods, but also as an offtaker for the products of the community," Ferry said in a Joint Working Meeting (Raker) with Commission VI of the DPR RI quoted on Wednesday, November 19.

Ferry said that his party had signed a Joint Decree (SKB) to accelerate the construction of outlets, warehousing, and Kopdes/Kel Merah Putih facilities with cross-sectoral levels, especially with the Ministry of Finance, Ministry of Villages, Ministry of Home Affairs, BP BUMN and BPI Danantara.

In the construction of these outlets and other physical assets, PT Agrinas Pangan Nusantara was appointed as an offtaker in building outlets, warehouses and other physical assets. To ensure that development runs well and does not cause problems in the future, the Ministry of Cooperatives first conducts an inventory of land that will be used as a construction site in villages or sub-districts.

He added that after the land data was submitted to the Ministry of Cooperatives, the land was immediately verified factually and then forwarded to PT Agrinas for the construction process.

"The incoming land data is reflected through the Simkopdes as many as 30,500 land points and confirmed by Agrinas that by November 2025, it is hoped that 25,000 points can be built (drivers, warehouses and other physical facilities," said Ferry.

In terms of preparing human resources for the manager of Kopdes/Kel Merah Putih, Kemenkop currently has recruited and trained 7,867 Business Assistants (BA) as the main assistant to the Kopdes. Each BA is expected to be responsible for 10 cooperatives to assist in the preparation of business plans, administration management, and ensure that outlet operations run optimally.

"We have also trained 1,104 Project Management Officers (PMOs) spread throughout Indonesia to provide support to the Cooperatives Service in the regions to assist, report and ensure all operations are in accordance with standards so that the management of the Kopdes program can be orderly, transparent and accountable," he said.

As of November 14, tens of thousands of assistants have received training, including BA and PMO as well as cooperative managers. This HR improvement training will continue to be carried out massively throughout Indonesia so that when the Kopdes / Kel Merah Putih operates it can be carried out properly.

Menkop Ferry emphasized that local governments also play an important role in supporting the acceleration of the construction of these physical asset outlets. The role of local governments can be realized through the acceleration of granting permits, resolving land conflicts, and synchronizing development planning.

"We expect full support from governors, regents and mayors to accelerate the success of this program," he said.

Menkop Ferry also explained that the Kemenkop had collaborated with the Ministry of Public Works (PU) to provide technical supervision related to the construction of outlets, warehouses and other physical assets. Menkop Ferry closed his presentation by emphasizing that the construction of the Kopdes/Kel Merah Putih was not just a physical project, but a great effort to build an independent village economy.

"This is our collaboration work together, so we will continue to ask for support from Commission VI (so that the Kopdes / Kel Merah Putih program is successful)," said Ferry.
