JAKARTA - The Ministry of Public Works (PU) revealed that the latest developments in the new Ministerial Regulation (Permen) will regulate the update of Minimum Service Standards or toll road SPMs.

Head of the Toll Road Regulatory Agency (BPJT) of the Ministry of Public Works, Wilan Oktavian, explained that the regulation is targeted to be completed and will be issued no later than January next year.

"Again, we are discussing the regulation, but we are targeting that by the end of this year or early next year it will be published," said Wilan when met at the Parliament Complex, Senayan, Jakarta, Monday, November 17.

Wilan said the Permen will regulate the revision of the toll road SPM assessment instrument which must be fulfilled by the Toll Road Business Entity (BUJT) aka the operator of the expressway section.

He gave an example, one of the Permens will regulate the revision of the assessment of the road surface inequality or the International Roughness Index (IRI) from the original once a year to every three months.

"One of the improvement plans that we propose in the new SPM Permen will be the value of IRI, the inequality will be measured every three months. So, not once a year," he concluded.

Previously, PU Minister Dody Hanggodo said that currently the evaluation of toll road SPM is still using the Minister of PUPR Regulation Number 16 of 2024.

Meanwhile, with PP No.23/2024 there is a mandate to issue derivative regulations related to toll road SPM and administrative sanctions if it is not fulfilled by BUJT.

Therefore, Dody said, currently his party is drafting a Ministerial Regulation (Permen) on toll road SPM.

"This is targeted that no later than December 2025 it can be completed and we can activate it to measure SPM (toll road)," said Dody at a Working Committee Meeting with Commission V DPR RI at the Parliament Complex, Senayan, Jakarta, Wednesday, September 24.
