Ministry Of Energy And Mineral Resources Predictions For Bioethenol E10 Mandatory 2028

JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) predicts that the mandatory 10 percent bioethenol (E10) can be carried out by 2028 or sooner.

"According to our directives, we predict that in 2028 or sooner the E10 mandatory can be carried out," said Director General of New, Renewable Energy, and Energy Conservation of the Ministry of Energy and Mineral Resources, Eniya Listiani Dewi, as reported by ANTARA, Tuesday, November 11.

Eniya said the bioethenol mandatory program aims to reduce imports of gasoline which is quite high.

Pada pada tahun 2023, Kementerian ESDM mendorong adanya uji pasar (market trial) bioethenol oleh Pertamina.

Pertamina conducted a market trial since 2023 by mixing 5 percent ethanol into several gas stations.

Currently, there are 5 percent bioethenol-based environmentally friendly fuels that have been sold at 146 gas stations, such as in Jabodetabek, East Java, Bandung, Central Java, and Yogyakarta.

"As we said, the mandatory preparation for ethanol will be issued as a derivative of the Minister of Energy and Mineral Resources Regulation 4/2025 concerning the Entrepreneurship and Utilization of Nabati Fuel into a ministerial decision," said Eniya.

According to him, there are a number of challenges related to bioethenol starting from the availability of raw materials and limited incentives. Then the challenges in price fluctuations from vegetable oils are also very influential, environmental issues and deforestation are also one thing that must be observed.

Then production and distribution infrastructure, limitations from facilities at the fuel oil terminal (TBBM) also need to be considered, transportation modes that meet the requirements including ship support facilities if one day there is a plant-based fuel factory, then from there it must be sent throughout Indonesia.

In addition, technological challenges are needed where there is readiness of technology that can process efficiently, and at the same time to reduce production costs.

This is because of the existing raw materials, if there is a competition with foodstuffs, fertilizer raw materials and so on, then this will certainly make it difficult for the vegetable fuel industry to develop. The global market is also an attention, due to the sustainability criteria (sustainability criteria) and so on.

"From here we provide an illustration, that in its implementation, of course, it is necessary to consider various things for the implementation of the challenges and synergies of the implementation of this plant-based fuel program," said Eniya.
