Pressing The Fluctuation Of Food Prices At The Farmers' Level, The Government Starts Distributing Corn SPHP

JAKARTA - The government has started to distribute Perum Bulog programs for the Stabilization of corn Supply and Food Prices (SPHP) with a target of 52,400 tons to 2,109 breeders in 16 provinces. This program aims to reduce the fluctuation of feed prices at the farmer level.

The price imposed in this corn SPHP is IDR 5,000 per kilogram (kg) for collection in Bulog warehouses and a maximum of IDR 5,500 per kg to the farmer level.

Head of the National Food Agency (Bapanas) Arief Prasetyo Adi said that the difference in the price experienced by Bulog will be borne by the government through the budget that has been available in Badanas in the amount of Rp. 78.6 billion, assuming the subsidy costs Rp. 1,500 per kg.

Arief said the development of corn prices at the farmer level seemed to be starting to spread. However, the government's intervention in the price of feed corn needs to be intensified. This is because the selling reference price (HAP) of 15 percent of corn levels at the farmer level is at IDR 5,800 per kg.

"Today's price condition is still above the HAP," he said.

Based on data from the Bapanas price panel, the average price of corn at the farmer level on October 2 decreased by 0.64 percent to Rp6,644 per kg compared to the previous week which was at Rp6,687 per kg.

Meanwhile, referring to the release of the latest Central Statistics Agency (BPS), it also reports that broiler eggs and broiler broilers are the cause of the increase in price index received by farmers, the largest in the livestock sub-sector. The price index received by poultry farmers in September 2025 also achieved the highest number at the level of 126.02. In fact, it is the highest in the last three years.

"The government realizes that the fluctuations in the price of feed corn must be quickly damped. This is so as not to have implications for the price of eggs and chicken meat as well. With a corn SPHP of 52,400 tons to 2,109 farmers, this is an instrument for the stabilization of the government. Hopefully this October can be completed and have a positive impact as a factor in price damping," said Arief.

In Bapanas' observation, the initial distribution of corn SPHPs has arrived in several areas of poultry farming centers, such as Kendal Regency in Central Java and several areas in East Java, such as Blitar Regency, Malang Regency, and Trenggalek Regency. As of October 2, nearly 300 tons of corn has been received by cooperatives and farmer associations there.

For your information, farmers who are recipients of the corn SPHP this year are based on the Decree of the Minister of Agriculture Number 9046/KPTS/PK.240/F/09/2025 dated September 3 regarding the Determination of Cooperatives, Associations, and/or Independent Farmers Recipients of the CJP in 2025.

Of that, a total of 52,400 tons is allocated for the needs of micro farmers for three months, the needs of small farmers for 2 months, and the needs of medium-sized farmers for 1 month.

The districts/cities that receive the highest allocation are Kendal Regency with a total allocation of 7,060 tons. This allocation consists of 201 tons for micro farmers, 5,792 tons for small farmers, and 1,067 tons for medium-sized farmers.

Furthermore, Blitar Regency with the second highest total allocation is 6,131 tons consisting of 45 tons of micro farmers, 5,906 tons of small breeders, and 180 tons for medium-sized breeders. The third highest allocation is Malang Regency with a total of 4,518 tons consisting of 15 tons of micro farmers, 3,846 tons of small breeders, and 657 tons of medium-sized breeders.
