Dony Oskaria Becomes Acting Minister, Strong Signal Of The Ministry Of SOEs Disbanded?

JAKARTA - The appointment of Dony Oskaria as the Acting Minister of SOEs can be read as a signal of the end of the era of the Ministry of SOEs.

Dony currently also serves as COO of the Indonesian Danantara.

"The appointment of Plt is like hinting at the end of the BUMN Ministry," said BUMN Observer and NEXT Indonesia Center Director Herry Gunawan to VOI, Friday, September 19.

However, Herry reminded that the option of merging the Ministry of SOEs into the Danantara was not used as an option by the government. According to him, the best option is to dissolve the Ministry of SOEs without melting to the Danantara.

"If the government wants to liquidate the Ministry of SOEs, just disband it. Employees can be distributed to other government institutions," he explained.

Herry reminded that the fusion option actually risks creating new problems. First, there is a gap between ASN Ministry of SOEs and Danantara professionals, both in terms of rank and remuneration.

Second, continued Herry, the work climate is different. The Antara adheres to a simple and fast corporate model, while the Ministry of SOEs is full of bureaucratic procedures such as the Budget Holder's Power mechanism (KPA).

"If Danantara employees have to adjust the SOE Ministry's remuneration system, then the professionals can disband," he explained.

According to Herry, this gap requires adaptation that is not easy. In addition, the organizational structure of the Danantara is different because it is subject to Government Regulation Number 10 of 2025.

The Danantara Implementing Agency has full authority to develop organization and personnel management.

Herry pun mengingatkan kebijakan strategis seperti ini harus mempertimbangkan transisi yang adil dan keberlanjutan tata kelola negara.

“Jadi, organisasinya tidak bisa diutak-atik oleh siapa pun, karena itu kekuasaan internal. Tapi kalau model Kementerian BUMN, seperti halnya kementerian lain, ada keterlibatan Kementerian Pendayagunaan Aparatur Negara. Lebih ribet lagi,” jelasnya.

Herry also reminded that strategic policies like this must consider a just transition and sustainability of state governance.

"So, the organization cannot be tampered with by anyone, because it is internal power. But if the SOE Ministry model, like other ministries, has involvement of the Ministry of Administrative Reform. It's even more complicated," he explained.
