Pramono Asks For Evaluation Of Jakarta MRT Management Regarding TOD Blok M

JAKARTA - PT MRT Jakarta (Perseroda) received serious attention from the DKI Jakarta Provincial Government following two issues that were deemed to require further review.

DKI Jakarta Governor Pramono Anung admitted that he was disappointed with the company's management performance, especially regarding Otego's relaxation policy and the development of the Transit Oriented Development (TOD) area in Blok M.

The first issue that emerged was the implementation of the Otego relaxation policy which was feared to affect the company's financial performance. This policy is considered by a number of parties to have the potential to reduce MRT Jakarta's operating income.

"The Jakarta MRT should have been more assertive in maintaining a bargaining position. Otego's relaxation has the potential to reduce income and slow down MRT's financial independence," said a source familiar with this issue, as quoted from internal discussions.

This policy makes the role of the President Director and Director of Business Development of PT MRT Jakarta in the spotlight, related to the anticipatory and communication strategies carried out to mitigate the impact of the relaxation.

The second issue regarding the management of the TOD Blok M area. The area aimed at becoming an integrated residential, commercial, and transportation center is considered not to show maximum results. The curation of tenants and regional arrangement is said to be not in accordance with the initial plan to create destinations that are attractive to the community.

Pramono Anung assessed that the management of the area still needs to be improved in order to achieve its full potential.

"Blok M should be the face of TOD's success in Jakarta. If the tenants and managers are not taken seriously, this should actually reduce the image," he said.

Responding to these two challenges, various parties urged PT MRT Jakarta to conduct a comprehensive internal evaluation. The goal is to review operational and business strategies, as well as strengthen supervision in managing the company's strategic assets.

It is hoped that the evaluation step can restore trust and ensure that the management of MRT Jakarta, as a public investment, runs with good governance principles and prioritizes the interests of the wider community.

Diberitakan sebelumnya, Direktur Utama PT MRT Jakarta Tuhiyat mengaku pihaknya sebagai pengelola tak mengetahui bila biaya sewa kios di Dristict Blok M, Kebayoran Baru, Jakarta Selatan melonjak saat ini.

Kenaikan sewa kios Plaza 2 Blok M ini mengakibatkan sejumlah pedagang angkat kaki dari tempat tersebut. Tuhiyat mengakui baru tahu ada kenaikan tarif sewa tak wajar setelah viral di media sosial.

"Yang (kenaikan) itu kita tidak tahu. Karena kami tidak diberitahu," kata Tuhiyat kepada wartawan, Kamis, 4 September.

District Blok M merupakan aset milik Pemprov DKI dengan PT MRT Jakarta yang ditugaskan sebagai pengelola per Januari 2025. Untuk mengelola kawasan ini, MRT bekerja sama dengan koperasi pedagang.

Sejatinya, MRT menetapkan tarif sewa kios sebesar Rp300 ribu untuk anggota koperasi dan Rp1,5 juta untuk pedagang di luar anggota koperasi. Namun belakangan, koperasi di District Blok M menagih biaya sewa kepada pedagang di luar anggota hingga Rp4,5 juta per bulan per kios.

"Ini tiba-tiba karena dalam satu bulan terakhir baru ditagihkan ini. Yang sebelumnya itu sesuai dengan kesepakatan," ucap Tuhiyat.

Pada Rabu, 3 September, Gubernur DKI Jakarta Pramono Anung mengecek langsung kondisi kios-kios di District Blok M, Jakarta Selatan yang viral karena banyak pedagang angkat kaki.

Mereka pamit dari District Blok M akibat ditagih biaya sewa yang melonjak cukup tinggi.

Benar saja. Ketika mengelilingi District Blok M, Pramono menemukan banyak kios-kios yang sudah tutup.

Dari kondisi ini, Pramono mendapat temuan bahwa koperasi yang menjadi pengelola di sana lah yang menaikkan biaya sewa.

"Saya ke Blok M memang sengaja secara khusus pengen melihat apa yang viral di Blok M. Beberapa kios yang ditutup karena mereka ditagih iuran yang terlalu mahal. Saya sudah mengecek secara langsung, diskusi dengan Pak Dirut MRT, bahwa memang betul terjadi," kata Pramono di lokasi.

Atas dasar itu, Pramono mengancam akan memutus kerja sama pengelolaan District Blok M bila koperasi masih mematok biaya sewa kepada pedagang melebihi batas bawah dan batas atas tarif yang telah disepakati sebelumnya.

"Saya minta untuk kerja sama yang dilanggar oleh kooperasi, kalau mereka tidak memenuhi apa yang menjadi kesepakatan, maka saya minta untuk di-postpone, kerja samanya dihentikan saja," urai Pramono.

Previously reported, the President Director of PT MRT Jakarta Tuhiyat admitted that his party as the manager did not know if the cost of renting a kiosk at Dristict Blok M, Kebayoran Baru, South Jakarta had soared at this time.

District Blok M is an asset belonging to the DKI Provincial Government with PT MRT Jakarta which is assigned as a manager as of January 2025. To manage this area, MRT cooperates with merchant cooperatives.

In fact, MRT set a kiosk rental rate of IDR 300 thousand for cooperative members and IDR 1.5 million for traders outside of cooperative members. But recently, cooperatives in District Blok M charged traders rental fees of up to IDR 4.5 million per month per stall.

"This is sudden because in the last month this has only been billed. The previous one was in accordance with the agreement," said Tuhiyat.

On Wednesday, September 3, DKI Jakarta Governor Pramono Anung directly checked the condition of the kiosks in Blok M District, South Jakarta which went viral because many traders had left.

They said goodbye to the Blok M District due to being billed for rental fees which jumped quite high.

Sure enough. When he toured Blok M District, Pramono found that many stalls were closed.

From this condition, Pramono found that it was the cooperative that was the manager there that increased the rental fee.

"I went to Blok M on purpose to specifically want to see what went viral in Blok M. Some of the kiosks that were closed because they were billed for fees that were too expensive. I have checked directly, discussed with the Director of MRT, that it did happen," said Pramono at the location.

On that basis, Pramono threatened to cut cooperation in the management of District Blok M if the cooperative was still setting rental fees for traders exceeding the lower limit and upper limit on the previously agreed rates.

"I ask for cooperation that is violated by the cooperative, if they do not fulfill what is agreed, then I ask to be posted, the cooperation will be stopped," explained Pramono.
