Pertamina Refinery Emphasizes Fulfillment Of TKDN And Transparency In Procurement Process

JAKARTA - Pertamina International Refinery (KPI) ensures that its operations provide multiplier effects or multiple effects. In addition to ensuring that operations run smoothly, the existence of KPI is expected to have a positive impact on the environment. One of them is encouraging the fulfillment of the Domestic Component Level (TKDN) in the procurement of KPI.

"The fulfillment of TKDN in each project is an important element because it has an impact on Indonesia's economic growth," said Acting Secretary of KPI, Milla Sutyani, Tuesday, September 2.

Milla ensured that KPI continued to encourage partners, including vendors, to fulfill the TKDN aspect in every procurement process.

Milla explained that the provisions regarding TKDN have been regulated in PP No. 29 of 2018 and Permenperin No. 03 of 2014. The regulation states that the use of domestic products is an obligation that must be fulfilled by contractors.

"KPI even emphasized that TKDN's commitment not only fulfills administrative obligations, but also determines contract procurement and drafting strategies in the implementation of monitoring the implementation of TKDN," Milla explained.

To ensure this, said Milla, there is a series of processes that have been prepared as part of the company's governance.

"compliance with regulations related to TKDN is very important, including verification mechanisms, commitments and potential penalties if the realization is not appropriate," said Milla.

Milla added that TKDN encourages the use of local products and services in refinery processing projects. This will create a multiplier effect on domestic economic growth. By prioritizing domestic vendors, KPI also strengthens the national supply chain, opens up jobs, and improves the competitiveness of local industries.

Not only the economic aspect, according to Milla, the fulfillment of TKDN also contributes to long-term operational efficiency.

"KPI as a strategic entity needs to ensure that the procurement process not only meets technical needs, but also supports sustainable development," Milla continued.

In addition to fulfilling TKDN, Milla also emphasized the importance of transparency in the procurement process in every project carried out at KPI. He revealed that the procurement process at KPI was carried out through an integrated system, to minimize potential irregularities and increase accountability.

And to maintain integrity, continued Milla, KPI also requires all partners to comply with the procurement code of ethics, and sign an integrity pact. According to him, this policy is carried out in accordance with good corporate governance standards or Good Corporate Governance (GCG).

"With a modern and transparent procurement system, KPI not only proves reliable in managing refineries, but also strengthens public trust as a company that is the backbone of Indonesia's energy security," concluded Milla.
