JAKARTA - Perum Bulog has prepared a new, simpler mechanism to get rice for the Supply Stabilization and Food Price (SPHP) program. Now, traders can directly order through Bulog officers who have been assigned to traditional markets.
Initially, the distribution of SPHP rice was carried out through an application called Klik SPHP. The goal is to ensure that there is no misuse of subsidized rice. Including, ensuring that the rice cannot be resold.
President Director of Perum Bulog Ahmad Rizal Ramdhani said the majority of traders in traditional markets are elderly people who are less accustomed to technology. Therefore, Bulog provides easing with a simpler ordering mechanism.
"Indeed, many people, some of them are retailers, right in the villages, those who sell are old, our hamah-mbah. So yesterday when we checked at Semarang with the Minister of Agriculture, it was already 75 years old, 72 years old. The grants are playing cellphones, right," he told reporters, in Kemang, South Jakarta, written Tuesday, August 26.
"Finally, we are investigating now that the plan is for the market. Later we will appoint members or employees from Bulog who are aware of that one market," continued Rizal.
With this scheme, continued Rizal, traders no longer need to bother using the Klik SPHP application. In fact, bookings can be done manually by contacting Bulog officers via telephone, or WhatsApp directly to Bulog officers.
"He just needs to be WA, mas, I ordered, for example today, he ordered 200 kilos, or 500 kilos, or 1 ton, or even 2 tons. Just talk about it, later the appointed (Bulog officer), he ordered the (application) SPHP. It's not scary to get retailers. Later it will be approved, okay, just enter each retailer, delivery, "he explained.
However, Rizal continued, in order to be orderly in administration, the order must be based on the power of attorney from each trader.

"But what we have appointed later must receive a power of attorney from each retailer. If there is no power of attorney, he won't dare to order it later," he explained.
Regarding this new mechanism, Rizal said, it is still in the drafting stage of the concept. Later, it will be submitted to the National Food Agency (Bapanas) for revision.
"This is being processed. This is being conceptualized. We are still submitting it to Badanas so that there will be revisions," he said.
