The Directorate General of Strengthening the Competitiveness of Marine and Fishery Products (PDSPKP) of the Ministry of Maritime Affairs and Fisheries (KKP) reported that it had given permission to 32 fishery business actors.
The investment value of the foreign business actors is targeted at IDR 173 billion.
This was conveyed by the Director of Business Empowerment of the Directorate General of PDSPKP KKP Catur Sarwanto in the Bincang Bahari agenda entitled "Reformation of Business Permits for the Marine and Fisheries Sector through PP 28/2025 at the KKP office, Jakarta, Wednesday, July 16.
"In the first semester (2025), we have given permission to 32 foreign investment business actors (PMA) and planned an investment of around Rp. 173 billion," said Catur.
Catur added that a number of potential investors are interested in investing in the business sector, namely KBLI trading fishery products by 34 percent.
"Then the big trade in the processing is 20 percent and the industry, especially what is in demand is the treatment of fish freezing," he said.
With the issuance of Government Regulation (PP) Number 28 of 2025 concerning the Implementation of Risk-Based Business Licensing, Catur hopes that potential potential investors can get legal certainty in the future.
"Of course we hope this can be a breakthrough to provide simplification and guarantee certainty of business licensing," he concluded.
Previously, Government Regulation (PP) Number 28 of 2025 concerning the Implementation of Risk-Based Business Licensing was issued on June 5, 2025. The regulation revoked the previous regulation, namely PP No. 5 of 2021 concerning the Implementation of Risk-Based Business Licensing.
The regulation requires anyone who wants to open a business on small islands of Indonesia to have a permit from the Ministry of Marine Affairs and Fisheries (KKP).
Director of Coasts and Small Islands of the Directorate General of Marine Management of the KKP Ahmad Aris said there was a significant change to the authority of the KKP in business licensing.

Aris said that the PP provides certainty of trying for business actors, both mechanisms and procedures for business actors.
So that the regulation provides guarantees for the sustainability of the management of coastal areas and small islands.
"For example, in managing small islands, which initially had the authority of the KKP to provide permits for the use of small islands, they were at the last, called Business Licensing to Support Business Activities (PB UMKU). This means that the position is number three after the basic licensing and new business licensing of the KKP behind," said Aris at a press conference at his office, Wednesday, July 9.
With the issuance of the new regulation, the authority of the KKP is now in its initial position, so that it can provide certainty for the sustainability of the management of small islands in the future.
