He revealed that the ASN singles salary scheme also has the potential to increase fiscal risk, especially when it is associated with ASN pension financing. The reason is, until now the pension payment system still uses the pay-as-you-go' scheme where the state pays pensions every month.
"If ASN receives a salary of Rp. 11 million as stated, and the pension scheme is fully funded by the state, then of course there will be additional burdens. Currently, pension deductions are only taken from basic salary, not including other benefits," he added.

Yogi also emphasized that without a fair performance assessment system, the single salary scheme would actually reduce the work motivation of ASN who had relied on performance-based incentives or achievements. He said there must be awards for the tenure, education level, and real contributions from each ASN.
"For example, if my friends and I are both class IV/C, but I am productive and he is not, then our salary is the same, of course this is unfair. Especially if I graduated from doctoral degrees and have a lot of academic output, that should be a consideration too," he said.
Previously, although it was not clear when it would apply nationally, the government planned to impose a single salary scheme for ASN in 2025. This scheme has been tested in a number of ministries and institutions, such as the Ministry of Home Affairs, the Ministry of Religion, and the Corruption Eradication Commission (KPK).
