JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) admitted that it had temporarily held back the export shipment of certain coal to secure the availability of coal with the required calorific value for the primary energy needs of the PT PLN (Persero) power plant.

To date, around 141 million metric tons (MT) of coal have been secured, out of a total annual requirement of 154 MT.

Ministry of Energy and Mineral Resources spokesperson Dwi Anggia said that the volume of exports that had been held was adjusted to PLN's operational needs. Currently, said Anggi, coal export activities have been running normally.

"This step is taken as part of the oversight function of the Ministry of Energy and Mineral Resources as a regulator. In line with the improvement in the domestic supply conditions, coal export activities have now resumed normally," said Anggi, quoted Saturday, June 27.

Furthermore, as part of efforts to strengthen stability and mitigate the risk of future electricity supply disruptions, the procurement process for PLN's primary energy will be monitored more closely. The monitoring process will involve a team consisting of the Financial and Development Supervisory Agency (BPKP), the Inspectorate General of the Ministry of Energy and Mineral Resources (ESDM), the Directorate General of Mineral and Coal, and PLN.

Anggi stated that this supervision is a natural and necessary thing to ensure that the implementation of the Domestic Market Obligation (DMO) is carried out properly.

"The supervisory steps that will be carried out by the team from BPKP, the Ministry of Energy and Mineral Resources, and PLN, are carried out to ensure that the DMO obligation is carried out properly to ensure the availability of coal supplies for electricity," explained Anggi.

Regarding this, there are no new rules to impose additional restrictions, because the necessary regulatory framework is already available. Currently, the Government is focusing on the implementation and enforcement of existing regulations, so that it continues to run effectively, including the provisions contained in Law Number 2 of 2025 concerning the Fourth Amendment to Law Number 4 of 2009 concerning Mineral and Coal Mining, one of which regulates the implementation of the Domestic Supply Obligation (DMO).
