JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) officially changed the guidelines for setting benchmark prices for the sale of nickel and bauxite commodities.

This rule is contained in the Decree of the Minister of Energy and Mineral Resources Number 144 of 2026 concerning the Amendment to the Minister of Energy and Mineral Resources Decree Number 268.K/MB.01/MEM.B/2025 concerning Guidelines for Determining Benchmark Prices for the Sale of Mineral Commodities. Metal and Coal, and is effective as of April 15, 2026.

Director General of Minerals and Coal Tri Winarno explained that the dynamics of the global commodity market today are moving very fast and fluctuating. The uncertainty of the world economy requires us to have adaptive, fair, and transparent regulations. The government periodically evaluates the Mineral Benchmark Price (HPM) formula.

"The re-determination of this formula is carried out based on the results of in-depth evaluation with the main objective to optimize state revenues and ensure fairness for all stakeholders", said Tri, quoted Wednesday, April 15.

According to him, this regulation regulates three substantial changes, namely the adjustment of the nickel ore formula through the adjustment of the Corrective Factor (CF) and the addition of accompanying minerals such as iron, cobalt, and chromium) in the calculation of the benchmark mineral price (HPM).

The second adjustment to the bauxite ore formula is the reduction of the reactive-silica (R-SiO2) factor in the HPM calculation. The third adjustment is the transition of the HPM unit on the ore from the previous USD/DMT (Dry Metric Ton) to USD/WMT (Wet Metric Ton).

"This unit change applies to various commodities, including nickel ore, bauxite, cobalt, lead, zinc, iron, copper, manganese, chrome, and iron sand," continued Tri.

Tri also appealed to all mining companies, especially nickel and bauxite, to immediately carry out intensive coordination with surveyors. This is crucial so that surveyors can present complete mineral quality data such as iron, cobalt and chromium minerals in nickel ore and reactive-silica content in bauxite ore in accordance with this latest regulation.
