JAKARTA - The Minister of Industry (Menperin) Agus Gumiwang Kartasasmita said that his party continued to coordinate with the House of Representatives (DPR) regarding the discussion of the Industrial Estate Bill (RUU).

The regulation of the legislative initiative is expected to be a concrete solution for eight clusters of structural problems that have long plagued the competitiveness of the national industrial area.

Agus emphasized that his party did not wait for the final draft to move. Intensive coordination with the DPR has been carried out since the early stages so that the substance of the rules really answers the real needs in the field.

"Before they come up with the draft document of the bill, we have coordinated. The substance will later explain the problems that the industrial area has been facing," said Agus when met after the Inauguration of the Board of Directors of the Daily Association of Industrial Areas for the 2025-2029 Period in Jakarta, Tuesday, January 20.

Based on internal studies, said Agus, his party has mapped at least eight clusters of major problems that often hinder the development of industrial areas. He hopes that all of these important points will be fully accommodated in the new rules.

In addition to improving structural problems, Agus ensured that the bill would include a scope that is relevant to global market trends, including the halal industry.

"Yes, the halal industry is one of the clusters that will be a concern. We hope that the substance can appear in the law of this industrial area," he explained.

Discussion regarding the Industrial Estate Bill was also welcomed by business actors. According to the Indonesian Industrial Estate Association (HKI), the absence of a special law (lex specialis) makes the industrial ecosystem vulnerable to regulatory uncertainty.

HKI Chairman Akhmad Ma'ruf Maulana assessed that cross-sectoral regulations that are not synchronized often hold back the pace of business expansion.

Thus, he said, the bill is an urgent need.

"It is a need for industrial area actors. We both know that every rule in the ministry often overlaps. These rules make the industry unable to develop more freely," said Akhmad when met on the same occasion.

HKI hopes that the presence of the Industrial Area Law will be able to simplify regulations and provide legal certainty.

This is needed in creating a conducive business climate for investment and the opening of new industrial areas.
