JAKARTA - Six Indonesian citizens have filed a lawsuit against the state for an act against the law (PMH) to the Central Jakarta District Court regarding the alleged negligence of the government in protecting the environment.

This lawsuit is considered potentially highlighting the governance of the natural resources (NR) sector and the investment climate based on the environment in Indonesia.

The citizen lawsuit (CLS) was registered on January 2, 2026 with case number 15/Pdt.G/2026/PN Jkt.Pst. The first trial is scheduled to take place on January 22, 2026.

The plaintiffs consist of Sri Bintang Pamungkas, Muhammad Ali, Meryati, Zulkifli, Bastian Umar, and Nurhadi Harsa Sumarta.

The lawsuit is directed at the President of the Republic of Indonesia Prabowo Subianto and three former presidents, namely Megawati Soekarnoputri, Susilo Bambang Yudhoyono, and Joko Widodo.

In addition, five ministers were also sued, namely the Minister of Forestry, the Minister of Environment, the Minister of ATR/BPN, the Minister of Energy and Mineral Resources, and the Minister of Investment and Industrialization.

The lawyer for the plaintiff, Muhammad Yusuf, said that this lawsuit was based on a series of flood and landslide disasters in Aceh, North Sumatra, and West Sumatra, at the end of 2025 which were considered inseparable from environmental damage due to deforestation, mining, and unsustainable licensing policies.

"Changing the function of forests, granting mining and plantation permits, and changing the spatial layout are entirely within the authority of the state," said Yusuf.

In their petition, the plaintiffs asked for the revocation of business permits that were proven to have damaged the environment and the restoration of the ecosystem.

This lawsuit is considered to have an impact on business certainty in the plantation, mining, and forestry sectors, in line with increasing demands for the implementation of environmental, social, and governance (ESG) principles.
