JAKARTA - The West Java Provincial Government is designing a scheme for the exchange of ownership of shares (swap shares) of Kertajati Airport with the central government, and they are targeting the ownership of shares of Husein Sastranegara Airport, Bandung as compensation, with a target to be realized in 2027.
The Head of the West Java Regional Development Planning Agency (Bappeda), Dedi Mulyadi, in Bandung, Tuesday, January 13, revealed that this step is a rational option to accelerate the development of BIJB Kertajati so that it is handled entirely by the center, while securing regional assets in other locations.
"The Governor then thought, one of the alternatives to accelerate the development of the purpose of the Kertajati development, is to transfer from the province to the center. The point is that the shares owned by the province in Kertajati which are dominant are released," said Dedi, quoted by Antara.
The most crucial point in this negotiation is the West Java Provincial Government's plan not to just sell shares, but to exchange it for ownership rights at the airport located in the heart of Bandung City.
"Replaced or released, in the hope that maybe Husein. The province can keep its shares in Husein," said Dedi explaining the scheme.
Currently, the West Java Provincial Government still holds a dominance of ownership of BIJB Kertajati shares of approximately 70 percent, while the rest is owned by PT Angkasa Pura II and West Java ASN Cooperative.
The large share of this regional share is considered to be a burden in itself in the flexibility of airport development.
By handing over the majority of shares to the center, Dedi hopes that operational control, services, and flight route arrangements can be executed faster and more massive by the central government without bureaucratic obstacles in the region.
"We hope that all shares in Kertajati will be handed over to the center. Later we will transfer to shares in Husein, for example. So let Kertajati be fully owned by the central government. Starting operations, services, flights and so on," he said.
Although the plan for the release of shares was prepared for 2027, Dedi ensured that the commitment of the West Java Provincial Government in the 2026 budget would not change. His party still allocates a capital contribution of Rp. 100 billion to maintain the "pulse" of BIJB Kertajati's operations this year.
"The operational budget of Rp. 100 billion will still be disbursed in 2026. Only for 2027 onwards, we have prepared a rollover. At least in the context of shares, yes, because if it's a matter of air relations, it's actually the central authority," he said.
Dedi emphasized that whatever ownership scheme that will be agreed upon, the ultimate goal will still be based on the economic impact for the people of West Java, especially in the Cirebon, Indramayu, Majalengka, and Kuningan (Ciayumajakuning) regions.
"The important thing is that the economic growth in Majalengka and its surroundings can develop," he said.
