JAKARTA - The construction of the Merah Putih Fishing Village (KNMP) on the coast of Toli-Toli Regency, Central Sulawesi, has been completed.

The construction of the KNMP took about three months and cost up to Rp21 billion.

"Alhamdulillah, the construction of the KNMP in Toli-Toli Regency has been completed 100 percent, in the midst of extreme weather conditions in a large area of Indonesia that also affects the construction process," said the Head of the KNMP Implementation Coordination Team, Trian Yunanda, in a statement in Jakarta, Tuesday, December 30.

KNMP Toli-Toli in Banagan Village, North Dampal District has an area of 7,000 square meters which is located right on the beach.

Fishing facilities that were built for about three months include one boat mooring unit, fish landing shelter, ship docking building, fishermen's bale, marine supply kiosk, culinary center, fish marketing kiosk, toilet, place of worship, gate to the neighborhood road.

In addition, the Ministry of Agriculture has also prepared cold chain infrastructure, including one portable freezer warehouse, a portable ice factory, a refrigerated car, and 50 coolboxes.

Meanwhile, for fishing facilities, the KKP has prepared 10 units of boats above 5 GT, 20 units of boat engines, and 10 fishing gear.

Trian explained, Banagan Village where KNMP Toli-Toli was founded has a fairly large fishing potential with the main commodities of tuna, cakalang, selar and kembung. The volume of production of fishermen currently reaches 173 tons per year with a total value of Rp. 2.59 billion.

"We project that with the intervention of the KNMP program in the village, fisheries productivity will increase to at least 237 tons per year worth Rp4 billion," he said.

The presence of KNMP is also projected to encourage the formation of a more integrated fisheries business ecosystem, supported by supporting facilities such as cold storage, portable ice plants and refrigerated car fleets.

Based on the KKP's estimate, the economic turnover created from these activities has the potential to reach up to IDR 11 billion per year.

"The KNMP program in the region is also expected to increase the average income of fishermen from Rp. 3.8 million per month to Rp. 5.2 million. The implementation of this priority program is also targeted to absorb up to 163 workers," said Trian.

In addition to KNMP Toli-Toli, continued Trian, there are four other locations whose construction progress is more than 95 percent and the work will be completed in the near future.

Meanwhile, the average progress of the remaining construction is in the range of 72 percent.

"Gradually, the other 64 locations whose construction began in October 2025 will be completed by January 31, 2026," he said.

Previously, the Ministry of Energy and Mineral Resources officially determined 65 locations for the first phase of the KNMP construction from a total target of 100 locations this year.

The determination of the location is contained in the Decree of the Minister of Marine Affairs and Fisheries Number 55 of 2025 which was signed on September 3, 2025.

The Expert Staff of the Minister of Marine Affairs and Fisheries for Economic, Social and Cultural Affairs as well as the Head of the Red and White Fishermen's Village Development Team, Trian Yunanda, said that the first phase of construction is targeted to be completed within 3.5 months. So, all production facilities and infrastructure (sarpras) will be completed in December 2025.

"It has been determined that 65 locations will be the first phase of 100 locations that we will build in approximately 3.5 months from today. Hopefully, by December 2, 2025, (as many as) 65 of these locations will have been completed with production facilities," said Trian in a press conference in Jakarta, Monday, September 15.
