PNBP Sub-Sector Minerba Tembus Rp112.2 Trillion, Dominated By Coal

JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) reported that until November 2025, Non-Tax State Revenue (PNBP) from the mineral and coal sub-sector (minerba) had reached IDR 117.26 trillion.

Director of Mineral and Coal Revenue, Totoh Abdul Fatah, explained that the contribution of mineral and coal sub-sectors to countries is quite large, especially in 2022 to 2024.

"Even the state's revenue from oil and gas exceeds that of oil and gas. Before 2021, the contribution was dominated by oil and gas and starting in 2022 was overtaken by mineral and coal," Totoh said, quoted Thursday, December 4.

Totoh said that acceptance from mineral and coal in 2022 even touched Rp. 183.5 trillion and in 2023 it reached Rp. 172. PNBP mineral and coal then decreased in 2024, which amounted to Rp. 142.9 trillion and decreased in line with commodity prices starting to decline.

"Coal in 2022 has indeed reached its peak at 266 US dollars per ton, now the average is only 111 US dollars per ton. So the PNBP from mineral and coal depends on commodity prices," he continued.

Totoh detailed, from the mineral and coal sector PNBP, coal became the largest contributor of IDR 81.3 trillion or the equivalent of 69.41 percent of the total PNBP deposit.

Then followed by nickel commodities contributed IDR 16.65 trillion or took a portion of 14.2 percent of the total PNBP deposit. The third position of gold commodities is IDR 8.22 trillion or equivalent to 7.01 percent of the total PNBP deposit. Then copper amounted to IDR 7.61 trillion or equivalent to 6.50 percent of the total deposit.

Meanwhile, tin commodities contributed IDR 1.75 trillion or equivalent to 1.49 percent of the total PNBP deposit, bauxite commodities amounted to IDR 743.717 billion or around 0.63 percent, silver commodities contributed IDR 156.2 billion or around 0.13 percent of the total PNBP; and other commodities IDR 95.5 billion or 0.08 percent of the total deposit; and IDR 632.814 billion came from fixed contributions.
