JAKARTA - The Ministry of Public Works (PU) submitted the results of the examination by the Indonesian Supreme Audit Agency (BPK) in the second semester of 2024. From the report, a number of problems were found in the dam construction project.
Based on the Examination Result Report (LHP) on the Utilization of Dams as Electric Energy Sources, BPK recorded 16 findings. From these findings, BPK submitted 37 recommendations.
This was conveyed by the Minister of Public Works, Dody Hanggodo, during a Working Meeting with Commission V of the DPR RI at the Parliament Complex, Senayan, Jakarta, Wednesday, November 26.
"From the report on the results of the BPK examination, there were 16 findings and a total of 37 recommendations with six main findings," said Dody.
In detail, the six main findings include, among others, the first Norma, Standard, Procedures and Criteria (NSPK) regarding the use of dams as an energy source of electricity is not yet fully optimal. Second, the preparation of technical planning documents for dam construction is not fully adequate. Third, the implementation of the use of dams as an energy source for electricity is not yet fully optimal.
Fourth, the technical feasibility study for the dam has not been fully implemented adequately. Fifth, the planning and preparation of the KPBU has not been fully implemented adequately. Sixth, the dam utilization monitoring and evaluation system has not been fully optimal.
"These findings show the need to strengthen ecosystems, manage the use of dam-based energy, from regulations, technical planning, improving study quality, implementation to cross-sector integration between the Ministry of Public Works, Energy and Mineral Resources, PLN and other SOEs as well as with the private sector," he said.
Based on these findings, Dody said, his party had followed up on 37 recommendations by coordinating with related parties to review and improve regulations related to the use of dams and PPPs in providing infrastructure.
The Ministry of Public Works has also completed technical planning documents with dam operating permit documents in the form of issuance of operating permits for 26 dams. Next, the Ministry of Public Works has collaborated and synchronized data in preparing a master plan for the use of dams as a source of electrical energy.
"We have reviewed and re-investigated the feasibility study for the development of floating PLTS," explained Dody.
In addition, his party has also reviewed regulations regarding the use of dams as a source of electrical energy with the KPBU mechanism. The Ministry of Public Works has also formed and appointed a special team to carry out monitoring and evaluation activities related to the use of dams.
"So, we can report the progress of follow-up recommendations on the results of the second semester of 2024 examination related to LHP performance on the use of dams as an energy source of electricity, out of a total of 37 recommendations, thank God we can follow up entirely. With the results of 9 status recommendations completed and as many as 28 recommendations are still in the process of reviewing BPK RI," he said.

As a whole, BPK's Follow-up Monitoring Information System (SIFTL) data recorded that from 2005 to 2025, the Ministry of Public Works had followed up on 5,001 recommendations. Dody detailed that the progress of not continuing on the 5.001 recommendations referred to, among others, had completed the follow-up of 3,956 recommendations or around 79.10 percent and 1,045 recommendations had not been followed up or around 20.90 percent.
"When compared to the cumulative achievement in the first semester of the Fiscal Year 2025, there was an increase in the status of completion by 2.76 percent. Until now, there are still approximately 477 recommendations that have been verified adequately by the Inspectorate of the Ministry of Public Works and are still in the testing stage from the BPK," explained Dody.
"So, the projected achievement of the Ministry of Public Works can be 88.64 percent if the BPK RI assessment states appropriate," he added.
