Head Of Authority Basuki Hadimuljono Reveals IKN Will Become A Special Regional Government In 2028

JAKARTA - Head of the Capital Archipelago Authority (OIKN) Basuki Hadimuljono said, IKN will become a Special Regional Government (Pemdasus) as the new nation's capital becomes the capital of politics in 2028.

"Once it's declaied, yes, it will be (the local government)," said Basuki at the Parliament Complex, Senayan, Jakarta, Tuesday, November 25.

To prepare to become a local government, said Basuki, the IKN Authority coordinated with Jimly Asshiddiqie through the Jimly School of Law and Government.

He also asked Jimly's views regarding the intention of issuing Presidential Decree (Perpres) Number 79 of 2025 concerning the Updating of Government Work Plans for 2025.

"He said, meaning that the President (Prabowo Subianto) has politically binding himself and constitutionally that yes IKN will become the capital city of the country," he said.

The former Minister of Public Works and Public Housing (PUPR) also dismissed the issue of many investors withdrawing due to the cuts in the validity period of land rights (HAT) at IKN.

Basuki explained that the Constitutional Court's Decree (MK) related to the cycle of Building Use Rights (HGB), Cultivation Rights (HGU) and Use Rights in IKN did not revoke the rights there, but revised the mechanism.

"So, if the Law (UU) Number 21 of 2023, for example, the HGB one 80 year cycle is given directly. Well, the revision is 30, 20, 30. It remains one cycle 80 years, but first it is given 30 years, an extension of 20 years and an update of 30 years," he explained.

In fact, Basuki said, with the issuance of Presidential Decree Number 79 of 2025, investors are increasingly convinced to invest in IKN.

"Now there is a Presidential Decree, the President is now in front, I am behind him. My mission is to carry out the President's vision, nothing else," he said.

However, Basuki ensured that no other additional incentives were provided as a substitute for the two HAT cycles previously promised to investors.
