JAKARTA - The Ministry of Trade (Kemendag) has announced an increase in the Export Benchmark Price (HPE) for copper concentrate in November 2025 due to high global demand for the renewable energy or green energy industry.
The Ministry of Trade noted that the HPE for copper concentrate (Cu ≥ 15 percent) increased in the first half of November 2025. The average HPE was set at USD5,462.14 per wet metric ton (WMT), a 15.10 percent increase compared to USD4,745.52 per WMT in the second half of September 2025.
Acting Director General of Foreign Trade at the Ministry of Trade, Tommy Andana, stated that the HPE determination is stipulated in Ministerial Decree (Kepmendag) Number 2151 of 2025 concerning the HPE for Mining Products Subject to Export Duties.
The Minister of Trade Decree was issued on November 4, 2025, and is valid for the period November 5 to 14, 2025.
"The HPE value of copper concentrate increased compared to the second half of September 2025 due to increasing global demand for copper. Furthermore, Tommy stated that the HPE determination is carried out periodically, credibly, and transparently to provide business certainty for industry players.
