JAKARTA - The plan to establish a State Revenue Agency (BPN) is getting stronger under President Prabowo Subianto's administration.

In the latest RKP document, the plan to establish BPN has been officially stated through Presidential Regulation (Perpres) Number 79 of 2025.

The regulation states that "Building a State Revenue Agency and increasing the ratio of state revenues to gross domestic product (GDP) to 23 percent," quoted on Tuesday, September 16.

Responding to the entry of BPN in the 2025 RKP, Finance Minister Purbaya Yudhi Sadewa admitted that he had not thought about or discussed specifically regarding the policy.

"(BPN in RKP 2025?) That's not yet, I haven't thought about it, I don't know yet, I haven't touched it basically, haven't touched it yet," he told the media crew at the Head Office of the Directorate General of Taxes, Tuesday, September 16.

Even so, Purbaya emphasized that the government remains focused on improving the tax and customs system, especially in overcoming various problems that exist in the sector.

"If the tax or customs is basically going to be combed, there is a problem there, we will fix it," he said.

He explained that the increase in state revenue does not only rely on tax intensification, but also through a faster and more equitable economic growth strategy.

"But basically like this, if your economic growth is faster, in the fourth quarter compared to the last quarter. The taxes will also grow faster, higher, more," he explained.

Assuming the tax ratio to GDP remains stable, Purbaya estimates that every 0.5 percent increase in economic growth has the potential to increase tax revenue by more than Rp100 trillion.

"If we consider the tax-to-GDP ratio constant, every increase is 0.5 percent of economic growth, I will get an additional tax of around how much? If I'm not mistaken, I didn't miscalculate more than IDR 100 trillion. So I put the seeds of money in the bank with the hope that the economy will run so that in the end my taxes, my tax income will increase," he explained.

He emphasized that the increase in state revenue does not only depend on intensification, but also on extensification supported by economic growth.
