JAKARTA - The Indonesian House of Representatives is reminded to immediately select and decide on the leadership of the Board of Commissioners (ADK) of the Deposit Insurance Corporation (LPS) so that there is no vacuum in the institution. The pressure was conveyed considering that on September 23, 2025, the term of office of the Acting Chairperson (Plt) of the LPS Board of Commissioners, Didik Madiyono as ADK LPS will end.

Didik is currently listed as the only ADK LPS from internal, after another ADK, Lana Soelistianingsih, her term of office had expired several months earlier, while ADK member who is also the Chairman of the LPS Board of Commissioners, Purbaya Yudhi Sadewa is now serving as Minister of Finance.

Indef Executive Director, Esther Sri Astuti, who was asked for her opinion in Jakarta, Sunday, September 14, said that the leadership vacuum at LPS would disrupt the stability of the national financial system and economy as a whole.

"LPS is obliged to ensure that all customer deposits in the bank are a maximum of 2 billion rupiah, with customer trust guarantee programs in financial institutions, especially banks getting better," said Esther.

In addition, LPS is also tasked with carrying out a bank resolution program that experiences financial difficulties, either through restructuring with temporary capital participation (PMS) and establishing an intermediate bank (bank bridge), or through closure (liquidity). It aims to protect the interests of deposits, maintain national financial stability, and minimize losses for taxpayers.

"With the duties and functions of LPS that are crucial in the financial system, the institution will not be able to make important decisions, if at any time there are banks or BPRs that require further handling such as BPRs that want to be liquidated or banks that lose the clearing," he said.

Esther also reminded the DPR to be concerned about such things so that in the midst of the Government's efforts to restore economic weakening, it does not lead to people's disruption behavior in the financial system.

"There should be no leadership vacuum, the leadership vacuum of LPS will affect strengthening the financial system in the economy," he said.

For information, Commission XI of the DPR RI has held a fit and proper test process for the candidates for Deputy Chairman of the Board of Commissioners (DK) and ADK LPS for the two candidates sent by President Prabowo Subianto, namely Doddy Zulverdi and Farid Azhar Nasution on July 2, 2025. However, until now, Commission XI has not announced who the elected candidates are.

Meanwhile, information for the position of Chairman of the Board of Commissioners and the last ADK has been submitted by the Pansel to the President, but there is no certainty, the candidate chosen by the President has been submitted or has not yet been submitted to the DPR.

Chairman of Commission XI of the DPR, Mukhamad Misbakhun told reporters last week that filling vacant positions at the LPS was still waiting for the government's decision. He also admitted that he had not received the names of the candidates proposed by the president.

"Not yet, I don't know where the letter is, but I don't know yet," said Misbakhun.

However, Commission XI said it had discussed the vacancy in the LPS and was looking for a solution so that the leadership position could be filled immediately.

"As soon as possible we will find a way out," said Misbakhun.

Secretary of the LPS Institute, Jimmy Ardianto, who was confirmed regarding the possibility of a leadership vacuum at the LPS admitted that several leaders, both ADK from internal and Ex Officials from Ex Officio, would end.

"The Acting Chairman of the LPS Board of Commissioners, Mr. Didik Madiyono as ADK LPS is the only one from internal LPS whose term of office will end on September 23, 2025," said Jimmy.

Apart from internal, said Jimmy, two of the three ADK Ex Officials, Luki Alfirman from the Ministry of Finance and Aida S Budiman from Bank Indonesia, will also end their term of office on September 23.

Thus, the only ADK Ex Officialo who is still in office after September 23, 2025, said Jimmy, is Mr. Dian Ediana Rae from OJK.

According to Jimmy, for EX Officials, it does not require much time for the placement process, because it does not go through a fit and proper test mechanism, only an appointment from the relevant Ministries / Institutions.

"ADK from internal needs to be thought out because the time is practically less than 10 days," said Jimmy.

The importance of ADK from internal, said Jimmy, is because in making decisions at LPS, especially for strategic matters such as the resolution of the bank, the mechanism is 50+1. With the number of ADK LPS six people, three from ex-Officio and three from within, then to be able to make decisions, at least three votes plus one must be at least three votes.

"If there are three EX Officials, for example, there is at least one ADK from internal so they can make decisions," concluded Jimmy.
