However, Yeka reminded that enforcement should prioritize the principle of ultimum remedium with prior guidance and education, especially if the quality difference is insignificant or caused by handling and transportation factors.

The Ombudsman also urged the government to immediately release Perum Bulog's rice reserves to the market to ensure public demand is met.

"The rice in Bulog's warehouses must be released immediately, considering the public's need for rice availability, while businesses also need to be assured with mechanisms that guarantee a sense of security so they will purchase Bulog's rice," said Yeka.

According to Yeka, some of the rice in Bulog's warehouses is more than a year old, some even dating back to February 2024, potentially deteriorating in quality.

To streamline distribution, he suggested the National Food Agency (Bapanas) adjust Regulation Number 2 of 2023 concerning Rice Quality and Labeling Requirements to align with SNI 6128/2020.

"This adjustment is important to ensure a stable rice supply in the market. Going forward, there needs to be a rice quality standard policy that provides incentives for improving the quality of rice production," he said.
