Ministry Of Finance Prepares Excise Rules For Sweetened Drinks

The Directorate General of Customs and Excise of the Ministry of Finance has said that it is coordinating with various Ministries/Institutions related to the implementation of the implementation of the Prosperous Drink excise policy in Packaging (MBDK).

Director General of Taxes Askolani said that his party is currently coordinating with the Ministry of Health so that the MBDK excise policy can be implemented in 2024.

"We can convey that the Minister of Health is very supportive to implement this in 2024," said Askolani at the Press Conference of our State Budget, quoted on Sunday, February 25.

Askolani said that he not only coordinated with the Ministry of Health and the Directorate General of Customs and Excise (DJBC) but also coordinated with the Fiscal Policy Agency (BKF) regarding the MBDK excise regulation.

"Of course we and BKF have coordinated with cross-K/L to prepare and review policies regarding MBDK," he said.

After the formulation of this regulation is completed, the Ministry of Finance will then hold a discussion with Commission XI of the DPR and then announce when the MBDK excise can take effect.

For information, the imposition of MBDK excise has been sticking out since 2016 and is targeted to be implemented in 2023 but it turns out to be delayed.

In addition, the excise revenue target has been determined for 2022 which is regulated in Presidential Regulation (Perpres) 104/2021. Meanwhile, the target for excise revenue from sweetened beverage products is IDR 1.5 trillion.

On the other hand, the classification of MBDK excise in Indonesia is based on the sugar or sweetener levels it contains. This is in line with The American Heart Association (AHA) which proposes the imposition of MBDK excise rates based on the sugar levels it contains.

Where there are three categories of MBDK that will be subject to excise duty. First, MBDK which contains sweeteners in the form of sugar with a level of more than 6 grams per 100 ml. Furthermore, second, MBDK which contains natural sweeteners in any level, and the third MBDK which contains artificial sweeteners in any level.
