SKK Migas Prepares Upstream Oil And Gas Industry E-Catalog To Create Efficiency

JAKARTA - The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) has prepared an e-catalog in the upstream oil and gas (oil and gas) industry involving 22 Cooperation Contract Contractors (KKKS) to create efficiency.

Deputy for Business Support for SKK Migas Rudi Satwiko said the e-catalog developed by SKK Migas was a follow-up to President Joko Widodo's directive that the procurement of goods and services be carried out in an e-catalog manner to create efficiency and transparency.

"E-catalog in the upstream oil and gas sector shows that the upstream oil and gas industry has a strong commitment to support efficiency as well as provide opportunities for domestic companies to participate as providers of goods and services in the upstream oil and gas industry," said Rudi, quoted from Antara, Friday, April 14.

The signing of the e-catalog memorandum of understanding (MOU) between SKK Migas and KKKS was carried out at the SKK Migas Office, Jakarta, Thursday, April 13.

Through this e-catalog, SKK Migas and KKKS can further accelerate the digitization of goods/services that create the upstream oil and gas supply chain process to be more effective, efficient, accountable, and provide benefits for the growth and development of domestic capabilities.

"Through e-catalog, it is also hoped that it will further increase the TKDN of the upstream oil and gas industry, which currently exceeds the government's target. By 2022, the TKDN's upstream oil and gas achievement will reach 64 percent or have exceeded the government's TKDN target which is set at 50 percent until 2024," said Rudi.

He conveyed that with e-catalog it is hoped that it can make it easier for KKKS to find goods and services providers. This facility must continue to be improved, considering that in 2023 investment in upstream oil and gas has a very large value of 15.5 billion US dollars, an increase of 26 percent compared to the realization of investment in upstream oil and gas in 2022.

This large investment will help improve the domestic industry so that it strengthens efforts to encourage national goods/service providers to host in their own country.

Meanwhile, Head of the SKK Migas Program and Communication Division, Hudi D. Suryodipuro, said that in order to support national energy security and sustainable development, energy needs will continue to increase, including oil and gas.

In accordance with the strategic plan of Indonesia Oil & Gas 4.0 (Renstra IOG 4.0), the government has set a target of increasing oil and gas production by 2030 by 1 million barrels of oil per day (BOPD) and 12 billion cubic feet of gas per day (BSCFD), increasing multiplier effect, and a sustainable environment.

"The upstream oil and gas e-catalog is one of the steps to be able to encourage an increase in the multiplier effect of the upstream oil and gas industry which will provide wider opportunities for domestic goods/service providers to be able to take part in becoming upstream oil and gas industrial vendors," said Hudi.

In addition to e-catalog, a memorandum of understanding was also signed by 25 KKKS.

SKK Migas stated that the renewal of the CIVD memorandum of understanding is very important to ensure the development and operation of the CIVD system as well as the clarity of the cost sharing between KKKS which is included in CIVD activities.

Through CIVD, the upstream oil and gas industry can build a transparent and accountable vendor database because CIVD summarizes all partners in the KKKS. As of March 2023, the number of domestic companies registered in the database reached 22,925 companies.
