YOGYAKARTA The mode of extortion for Kualanamu Customs civil servants was revealed. This is an allegation of corrupt practices related to the collection of cellphone IMEIs from abroad.

The case of the alleged practice of collusion with IMEI imported cellphones stems from an open letter from the young ASN Customs and Excise who is restless with naughty people who tarnish their place of work.

The open letter then became a public discussion after the Twitter account with the name @PartaiSoocmed published it.

The letter stated that the corrupt practice was carried out in congregation by unscrupulous Customs and Excise employees from the middle level to Echelon III officials.

The millennial Kualanamu Customs who wrote an open letter hoped that all the depravity and violations that occurred, including fraud and potential state losses for violations by customs officers, could be revealed.

This practice of alleged corruption is carried out by changing the type of cellphone brand registered from iPhone to an Android type cellphone.

This practice takes advantage of the gap in the release of 500 US dollars worth of passenger goods.

With the change of the type of smartphone from an iPhone that costs more than USD 500 to an Android phone, passengers no longer need to pay import duties, so that excise that should go into the state treasury changes to zero.

In exchange for this practice, passengers must give money to officers, whose value ranges from Rp800,000 to Rp1 million per unit.

This amount is far less than paying import duties which are much larger in value, which is Rp. 5 million per unit.

Just so you know, mobile phones or electronic devices purchased from abroad will be subject to 10 percent import duty, 11 percent value added tax (VAT), and income tax (PPh).

The government has set a tax rate for those who have an NPWP of 10 percent. Meanwhile, for those who do not have an NPWP, the rate is 20 percent.

If the mobile device brought from abroad is worth 500 US dollars or equivalent to Rp7.58 million, passengers can get a release facility.

This policy is not only for Indonesian citizens, but also for foreigners who bring smartphones from abroad to Indonesia.

Electronic devices, both laptops, tablets, and cellphones that have never been connected to Indonesian cellular networks, must go through the IMEI registration process.

According to the Regulation of the Minister of Trade (Permendag) Number 20 of 2021 concerning Import Policy and Regulation, everyone can regristRATE at least two units of cellphones, laptops, or tablets.

IMEI registration can be done no later than 60 days after the person arrives in Indonesia.

IMEI registration can be done through the official Customs website or through the Mobile Customs application.

The Directorate General of Customs and Excise has originally issued PER-13/BC/2021 concerning International Implementation and Registration Procedures for Mobile Equipment Identity (IMEI) on Telecommunication Devices in Customs Notifications.

This regulation relates to the exemption of import duties of up to 500 US dollars as per-09BC/2-18 on April 30, 2018.

However, based on data obtained from the Kualanamu Customs Supervision Unit, special instructions were found from the Central P2 Directorate stating that there were anomalies and fraud indicated by state losses.
