Job Creation Perppu Gives Certainty In The Field Of Marine Space Management

JAKARTA - Director General of Marine Space Management of the Ministry of Maritime Affairs and Fisheries (Dirjen PRL KKP) Victor Gustaaf Manoppo said, Government Regulation in Lieu of Law (Perppu) Number 2 of 2022 concerning Job Creation ensures certainty of doing business in the use of marine spaces and conservation areas.

Victor said that the regulation of the utilization of sea space and water space in coastal areas and small islands based on Perppu Number 2 of 2022 concerning Job Creation and the derivative implementation regulations were given in the form of suitability of Marine Space Utilization Activities (KKPRL) as basic requirements before applying for business and non-business licensing.

"Everyone who carries out sea space utilization activities in coastal waters, territorial waters, and/or jurisdictions in a portion of the sea space must have a KKPRL. This KKPRL is intended for activities that are carried out continuously for a minimum of 30 days in some marine spaces, either by business actors, government agencies, or the public," said Victor in his official statement, Wednesday, February 22.

In addition to the KKPRL, there are business licensing owned by the KKP, namely the use of conservation areas and the use of protected fish species and/or types of fish listed in the Convention On International Trade In Endangered Species Of Wild Fauna And Flora (CITES).

Director of Conservation and Marine Biodiversity of KKP Firdaus Agung, said that there are two Classifications of the Indonesian Standard for Business Fields (KBLI) in the field of utilization of protected fish conservation and types/appendicals of CITES with the name of the permit, namely a Business Permit for the Utilization of Conservation Areas (SIUPKK) and a Permit for the Utilization of protected Fish Types and/or Apendiks CITES (SIPPI).

"The issuance of SIUPKK and SIPJI is relatively the same, but business actors need to prepare technical requirements according to the request, so that when verification is carried out and can be validated immediately, then business actors pay PNBP," said Firdaus.

"In addition to creating jobs and the economy, it also increases state revenue so that business actors grow, the community is happy and the state receives income with sustainable resources," he concluded.
