Minister Of Trade Lutfi Issues Governance Rules For The People's Bulk Cooking Oil Program

JAKARATA - The Ministry of Trade (Kemendag) has issued regulations for the governance of the people's bulk cooking oil (MGCR) program.

The regulation is contained in the Regulation of the Minister of Trade (Permendag) Number 33 of 2022.

Through this Permendag, the Government guarantees the availability of bulk cooking oil for people throughout Indonesia at affordable prices.

The Minister of Trade (Mendag) Muhammad Lutfi emphasized that this Permendag will regulate the implementation of a closed loop system for logistics network business actors who distribute bulk cooking oil from the domestic market obligation (DMO).

This Permendag will ensure the supply of raw material for cooking oil to factories, then factories to retailers to consumers at a price of Rp. 14,000 per liter or Rp. 15,500 per kg. Meanwhile, sales are made at 10,000 points determined by the government and the business community.

"We will use a digital application to ensure the supply of crude palm oil (CPO) to production and then from cooking oil production to delivery of consumers using a population identification number (NIK). Thus, credibility, accountability and transparency will be guaranteed," he said in a written statement. , Wednesday 25 May.

In this Minister of Trade Regulation 33/2022, all Crude Palm Oil (CPO) producers and/or CPO exporters, refined, bleached and deodorized palm oil (RBD Palm Oil); refined, bleached and deodorized palm olein (RBD palm olein), and used cooking oil (UCO) are required to participate in the people's bulk cooking oil program.

Meanwhile, producers who do not participate are prohibited from exporting these products.

These CPO producers can register for the MGCR Program through SIMIRAH which is part of the National Industrial Information System (SIINas).

In registration, the producer must attach an estimate of CPO production, a monthly plan for supplying CPO to cooking oil producers, and a cooperation agreement with cooking oil producers.

"Cooking oil producers are also required to participate in the MGCR program by registering through the SIMIRAH application. Cooking oil producers must attach an estimate of cooking oil production, a cooperation agreement with CPO producers, a monthly plan for supplying cooking oil to logistics and retail service businesses (PUJLE), and cooperation agreement with PUJLE," he said.

Lutfi explained that the Minister of Trade Regulation 33/2022 also stipulates the obligation for PUJLE to distribute the realization of DMO receipts for bulk cooking oil to retailers according to the highest retail price (HET) set.

PUJLE participating in the MGCR Program must have a digital application integrated with SINSW.

"This digital application can provide features that contain cooking oil producer data, PUJLE data, retailer data, consumer data by recording NIK, transaction data, as well as data on daily transaction recapitulation of purchases, sales, and stocks," he explained.

This Permendag also requires retailers to distribute DMO realization to consumers according to the HET that has been set.

The distribution is done by recording data in a digital application owned by PUJLE.

In addition, retailers are required to comply with restrictions on the sale of bulk cooking oil and submit information as participants of the MGCR Program and HET information.

MGCR program supervision

Lutfi said, for supervision, the Ministry of Trade will form a monitoring and evaluation team that involves relevant stakeholders.

The team consists of the Financial and Development Supervisory Agency (BPKP), the Food Task Force of the Republic of Indonesia Police (Satgas PanganPolri), and the Attorney General's Office of the Republic of Indonesia (Kejagung).

"Business actors who do not comply with this provision will be subject to sanctions in accordance with the provisions of the legislation," he explained.

The Minister of Trade Regulation Number 33 of 2022 has also been socialized by the Minister of Trade Lutfi to business actors on Monday, May 23, 2022 in a hybrid manner. At the socialization, the Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Panjaitan was also present.

As is known, the Coordinating Minister for Maritime Affairs and Investment Luhut Bisar Pandjaitan received a new assignment from President Joko Widodo (Jokowi) to help manage the cooking oil problem in Java-Bali.

The Director General of Domestic Trade at the Ministry of Trade, Oke Nurwan, said that Luhut would act like a director.

According to him, the main leader remains President Joko Widodo or Jokowi.

The reason for the appointment, said Oke, was because Luhut had experience in handling various matters. Among these are the implementation of the COVID-19 PPKM in Indonesia, and also encouraging the public to use the PeduliLindung application.
